Silly question, maybe, but have you checked your tips in the contacts tab? Maybe you have the 3 max and didn't know it?
I am defeating level 20+ mobs on missions in Talos and radio missions, also. I have not Tips showing up on the Tips tab.
Have you TRAINED to 20 or higher?

What difficulty are you running on? Do you have bosses turned on? The tips drop randomly. The more enemies you defeat, you more chance you have to get a tip. Boss level enemies have a much greater chance of dropping tips than minions and LT's.

Seems like a long stretch not to have gotten tips, though.
Check your tips tab. If all five bubbles are full, you will not get any more tips until the next day. Make sure to hover over the spaces to see what it says about fame.

Might try changing that up as nothing else seems to be working. Will keep you posted.
Ok, changed difficulty, I had it at -1/1 to 1/1 and got 3 Tips in pretty short order...thanks for all your help
I think it all boils down to "Random number generator is random."
My PB (level 42) went through quite a lot of missions a couple nights ago before she got her first tip.
It probably was the -1/x1 difficulty. If you're 20, that means your enemies are 19 and therefore won't drop tips.

(Note) I do this with a scrapper so maybe the x8 with bosses might not be the best setting for a squishy
It's better to save the Mystery, than surrender to the secret...
I just street-sweep for level 20+ bosses. I have hunted for Tips this way at least 20 times now and it has literally never taken me more than about 5 minutes from the time I start hunting to the time I have a Tip. As always YMMV.

Twice in the last two days I've seen guys exemplared below 20 get tips. One just last night when a level 34 tank helped my defender get the Spelunker badge at level 12.
It really seems to matter what your level is vs the relative level of the creature. Level 20 critters isn't really the deciding factor as far as I can tell. It's more like level 20+ experience rewards.
FWIW, my brute came over from Praet to Talos after dinging 20 a couple of nights ago. Just shy of 23 now just sweeping for tips and completing the morality mission for Hero. It took under an hour each night to get the tips and complete the 5 Fame Points (+1 moral mission) at +1/+2 diff. Only thing I can see is the RNG being very random for some people.

On my 21 Brute on blue side. I actually leveled from 20 to 21 by running radio missions in Talos and am 2 bubbles into level 21. Still have yet to receive a Tip mission, is this a known issue, am I missing something
I am still sorta new to the game btw, so forgive m if it something obvious.
