I have a handful of toons who have been here since day 1 and have all the anniversary/limited time badges.
Are the there any new GR/i18 badges that are available for a limited time only like the Anniversary badges?

However, I do have one question. On the Loyalist/Resistance badge, depending on which side you're on, are you able to get both of them by switching sides during a moral mission, or will they just change to the other?

Some of the badges got moved since you checked the /settitle numbers. Speed Demon is now 628; all from there to where the new badges begin (Alpha Unlocked or thereabouts) are moved up one. Chrononaut is still correct at 613 and I presume 1070 and up are correct.

I honestly don't know how to tell pre-and post- respec badges (or unclaimed vet powers/partial badges, etc). And seeing that GameStop hasn't shipped my copy of GR, I can't test any of the Praetorian badges.

It wouldn't be the first time they changed badge numbers upon a major release without changing the client. If a patch to the client was required to change badge numbers we'd have warning, but apparent the translation is entirely server side.
For all we know they could have fixed the Resolute (75th month Vet) badge problem. In addition to the reused name problem it was also in the wrong position in the /settitle list. For some reason it was showing up between the 48th and 51st month badges. 
These kinds of fixes would have likely been made without any patch notes...

I don't have GR to test yet either.
I find that the badges for tip missions are also moved down one, so I was mistaken about how many need to be adjusted. Arena Victor (1296) is still where it was in Beta though.

Your SetTitle list gets off by one at some point after 613 Chrononaut. Speed Demon is 628, not 627. It seems to reset at some point after 1043, the new number for Faultline Finder, as Agent of Order is correct. 1059 comes up as a . (dot) for me instead of 1058, so maybe the reset point is after that.
Vet Badge Resolute is 1046.
Everything after Agent of Order appears to be correct.
