I recently came back myself. Been hanging in the shadows doing my own stuff.
The server population, not many as you can see but people still do things with others ^^;
Virtue and Freedom are the only servers with significant populations I believe.

There's also the time you log in.
I was on last night (from 7:00 PM EDT to about 9:30 PM EDT) and chat on the Global Channels I monitor (Jello Shooters, N P C and Protector Vigilance) increased substantially around 8:00-8:30 PM EDT.

Since the devs offered server transfers, a large number of people moved their characters to Freedom and Virtue, leaving the rest of the servers a lot less populated. Which produces hilarious results on 2XP weekends.
However, I was playing on Protector (hero side) just last night with 2 RL friends and another 5 people that I found using the search window.
I had no problem at all recruiting a full team in less than 5 minutes. It can be done, it just takes a little bit more work now.

Atlast Park isn't the hub it used to be. If anything I would say that Talos is the best place to see traffic. The Auction House there is always the most active, I think mostly because Talos is the mid game zone and with the AH it is the one closest to PI for the higher end content.
You will see some of the old names and faces around with the re-activation and double XP weekends. But as in life people come and go. I don't play as much as I used to, but i'm still around.

Your best bet might just be grabbing teams from the global channels rather than worrying about a supergroup. I think a lot of people (myself included) use their supergroup spaces as a 'place for my stuff' more than a place to grab people to team with.

A number of tweaks to the game over the years have led to almost everything being done instanced these days. This combined with the advent of Inventions and the Market means that you don't generally see large groups of players just hanging around out of doors or sweeping the streets these days, because the rewards are better in missions and TFs. Therefore, the bulk of the active players on a given server at almost any time are going to be inside instanced content and therefore not visible to you. Add in the revamped /hide options and they may not show up on searches either.
All of this means that running into people overland or using 'shouting' via broadcast chat are outmoded methods these days, and are likely to give you a falsely low impression of true server population.
Or to give the tl;dr version: Yes, it's lower, but not as low as you might think. Use global channels, you'll see.

Don't wait for others to beg you to team, make your own, and definitely utilize the global functions.
Besides, Going Rogue will be released soon - and like with most Issues and particularly any in-store releases, the population will explode albeit briefly with folks who've left and come back, or those who have been wanting to try but never bothered.

Look at that. A full-grown woman pulling off pigtails. Her crazy is off the charts.
Picking up teams via broadcast isn't outmoded on Freedom. Most of the teaming I do there results from answering a call in the zone channel. Also, people on smaller servers have always pointed to things like double xp weekend as a reason not to go to Freedom or Virtue. Well, the population of Freedom is not anywhere close to what it used to be--when it's packed it actually reminds me of Protector during it's heyday in terms of density.
Go where you think is best for you. Usually people play where their friends are. But if you want ease of getting in pugs, definitely consider a larger server.

I just starting to come around more myself. (Well sorta, I'm sometimes just parked on a toon while I'm doing something else)
GR should pick some action back up. I know one person who just came back, another who is thinking about it. The one who just returned I know from another board, didn't even know he was on CoH.
Well, I figured this was a good place to look to see how worthwhile it was to start playing this server.
My girlfriends kids play here, and we decided to roll a couple toons here to play with them, as our normal server is Freedom.
Yeah, I think I may be done with Freedom for the most part. Yeah, the population is high, but most of it is people looking for farms. I think there are 1:1 ratio of fire/kins to every other at combo out there, altho SD/EM is catching up.
I believe that I will give this server a try, seems like a nicer friendlier, and more active population.
Dark Armor is like that kid you knew in school that didn't know when to shut up, and no matter how bad he got beaten down, he got right back up again and kept on talking.
