If it's debt, when you kill something, you should get a message along the lines that you gained X experience, you paid off X debt, are you getting those messages ?
Debt should be impossible to get before level 10, so I suspect you're getting patrol XP, which is x1.5 XP and you get about 1 bar for every day the toon's been logged off up to a max of 10 bars.

ok help me out here. I believe I am wrong to some extent, and I am not sure what Patrol XP is. I did a double-take and the 3600 is apparently the amount of XP needed in that level to reach level 11. But I would see like 2 bars of some other color - and I think that is what is confusing me. So basically that colored bar is the amount of something, in which any XP gained in that bar, counts as 1.5X normal XP?
I'm sorry for any confusion on my part. I've been away from the game nearly 2 years, so while a lot is very familiar to me, I feel like I have "12:00 VCR syndrome" (IE, that blinks 12:00 forever) where I'm staring at some things and just not comprehending what's going on. 
Mouse over the XP bar, and tell us exactly what it says when the popup display appears.

Brief rundown, patrol XP is awarded when your character is offline. It helps speed up advancement when you're playing lesser-played characters. And, as mentioned, no debt before level 10. (And if you did get debt, Patrol XP eats it first.)
Yup that's patrol XP. You get it automatically when log off. You can also get EXTRA boosts from Day Jobs.
For example Log out at a Police station /Arachnos Base. You get extra XP bonus at the end of missions.
Patrol XP is blue, Debt is dark pink.

The 'bad' site (known to have hosted malware on at least one occasion) has wikia in the URL. Avoid that one.
By the way, in my opinion, the paragonwiki.com URL is the way to go. That URL is owned by TonyV, who created the site, and it has followed the site each time it moved. If the site moves again, that URL should continue to work but the cohtitan.com one would not.

Have you thought about checking Free Credit Report.com to make sure that some Villain isn't comitting identity theft? Because that'd rack up the debt pretty quick.

After annoying RMT ads started to crop up he moved it again, this time to the Titan Network servers but it took a while to reclaim the ParagonWiki URL from wikia so that's why some people remember the paragonwiki.com URL to be bad. It's not anymore but for a while to took you to the wikia one Vs the original and ad free one.
