I just did a rad/fire blaster 1-14 no AE, no PLs in under 20 mins. The trick is to have a partner who will make what complements you well (ff defender in this case).
If you're ok with getting help from a high level defender/controller you can get anything that makes you hard to kill then you can just storm Perez Park. Maybe a Kin then pair it up with anything that gets an early AoE or two. Mind/Kin controller can AoE sleep, then FS you. This is important because normally a high level fulcrum shift will cause the mob to scatter. Sleeping them prevents your lowbie from having to try and survive an alpha strike, and keeps the mobs from scattering to the 4 winds.
If you're gonna rule out being buffed, then a fire/nrg blaster is pretty sick. Again, Perez Park is where you should go. Pick your battles carefully though, and use plenty of inspirations. Back before they revamped The Hollows I used to find the high level groups of Trolls that were always standing around the explosive barrels. Hit build up and throw Fireball then Fire breath at the barrel. It explodes, kills everything, profit. I would stack up on inspirations from the troll contact in between kills. Good fun.

I was thinking someone hit 72 months, 11 starting merits and wanted to know how fast they could build stuff to roll level 10 rares. [assuming they do the tour of Atlas and, say, Steel.]
I'd be impressed if anyone could get there in less than half an hour, but I've been impressed before, frequently.

Blueside, I'd say just jump on a sewer or AE team, AT irrelevant.
If you're a 60+ Vet, you can grab SJ or SS (or roll a Kheldian for the inherent travel power) and tour most of the zones for a total of like 71 merits, IIRC. Pretty sure the touring time would be less than re-rolling and lving to 10 six times. When they added the exploration accolades I considered that plan, but I was never quite bored enough to put it in action.
If brutes aren't the redside winner, then they're tied for first. I often take a new brute for a stroll through the snake patch north of Fort Darwin, get to 4, Train up so that I've got a couple powers from both primary and secondary (and Ninja Run), and walk to the Port Oakes ferry, killing everything in my path. It usually takes me a half hour or so, and I get there around level 7 or 8. If I were to concentrate on levelling, I could probably get to level 10 in about the same time. Under an hour for sure.
I've done basically the same thing with Scrappers, Stalkers and Blasters, and I suspect most Tankers, Corruptors, Dominators and Masterminds could do it as well. Controllers and Defenders, and the Epic Archtypes should be able to do it too, but might need a player who's more comfortable with those ATs than I am.

I usually can blow through the lower levels with my stalker. You seem to get better inf and xp by just stealth-ing through and killing the end mobs for the mission complete bonus. specially when you don't have stamina or good enhancements.
Your character does not have capped defense. Depending on your AT the cap is between 175% - 225%. Your defense is not teal in the combat window, it can go higher. STOP SAYING IT IS CAPPED! The correct term is Soft Cap.
I enjoy playing in Mids. I specialize in Melee Characters, other AT's usually bore me.

I feel that the extra travel time of stealth mish after mish slows me down.

but I made a new dark/dark brute last night (got an idea for the new bio mutie bits) and hit level 6 in what seemed like five minutes mowing the beaches in Mercy, so....
