Just think - if we'd have just started levelling new toons on Test when the copy tool first broke down, we'd have whole squads of lvl 50, IO'd & accoladed toons by now.

Freedom and Virtue both give the same FALSE message:
"Your character has queued for copy. This process may take up to 30 minutes to complete."
Nothing actually copies. All other servers give you the screen that I posted above (several times over). It's been this way for over a month. I mean there's "extremely busy and just can't get to it" and then there's lazy, apathetic, or inept. I'm not saying which of these apply here, but there aren't a lot of nice options from which to choose.
Now the devs don't hate villians, just Psoma.
Infinity and Victory mostly
dUmb, etc.

I'll accept being hated if it means getting the freakin' copy tool to finally work. I'm about to use swear words.
At this point, I've given up on the tool ever being fixed. I think the stupid thing has finally died for good, and that they need to make a new one.

Freedom and Virtue still list characters available to copy, but the rest give the, "The selected service is currently unavailable." error.
However, I've only been checking Guardian. I just checked all the serves, and first Virtue, then Triumph, gave me a black page. It was random, and clicking back, then selecting the server again fixed it. And I haven't been able to get it to do it again.
Or have I? I got Triumph to do it again, by hitting Refresh. Hmm...
End result: The Copy Tool is *****, and I have given up on it being fixed.

It's funny, My chars are on virtue and I never had this issue...at all.
Not that it looks as if anyone else cares, but I did confirm that Freedom does not copy for me, even though the copy tool appears as if it will work for Freedom and Virtue. The rest of the servers still show this:
