Best place to solo at a low level?

I just solo'd Frostfire and now I'm lv 13. I've done basically all I can do in the Hollows other than the Troll contact. Should I use him or go to Steel or Skyway?

Personally I'd be heading toward King's Row and doing radio missions for the Temp Travel Power (assuming you haven't already).

The Troll contact has some neat missions if you're happy in the Hollows. Otherwise I'd say head to Steel as it's an easier zone to get around in and there's a lot of other stuff to do there as well (WW, University, fires to fight, etc.).

Hero Story Arcs-sorted by level.

Positron TF is available for you at your level, and Synapse TF opens up at level 15.

The arcs in Faultline are a lot of fun and I believe they open up at level 15 as well.

I would definitely recommend doing the invention system tutorial from the contact at the Steel Canyon University if you have not already done so.

I'd finish the Hollows arc first, since you're already that far through it. If you run the Hollows arc at a low level you end up with 31 reward merits by level 15-ish. They'll come in handy later.

(you get 31 merits for the ENTIRE Hollows arc, that is: Wincott, Flux, Julius, Talshak)

You could also gain a couple more levels and head to Faultline. There's a new series of arcs there that is pretty cool if you haven't done it yet.

If you like street sweeping, head to boomtown. Lots of big spawns of Council, and Lost to sink your teeth into.

I agree with this. I usually don't get over to the Hollows much when leveling up as it's kinda out of the way from everything else, but those arcs are worth doing. And they lead to the Cavern of Transcendence Trial, which is one of the more underrated and underutilized features in the game IMHO. I remember the first time I did that trial after having played a few years and thinking, "Wow, I wish I'd seen this before now!"

Sure, if I did it a few more times, it'd probably be old hat.

-Positron Task Force (needs 3 to start, could be 3-4 hrs to finish)
-Finish Hollows Arc with Julius and Talshak, which unlocks Cavern of Transcendence Trial
-Radio Missions in Steel or Skyway or King's Row, which opens the 10-15 Safeguard missions which gets you a temporary travel power
-Invention Tutorial
-Regular contacts

At 15...
-Faultline Arc (starts with Jim Temblor. If you don't have him as a contact by 15, and you want to do this, just walk up and talk with him. Recommended! With a big team, or higher difficulty settings, you could end up fighting a LOT of AVs, if that's your bag.)
-Synapse Task Force (requires 4? to start?, 2-3 hrs to complete.)
-Radio missions in Steel Canyon, Faultline, or Skyway, which opens a Safeguard missions which grants a temporary (non-movement, but still useful) power.
-Regular Contacts

Geez, no wonder we have an option to turn off xp gain! So much to do!

I'm not going to go so far as to call shenanigans on this, but I will ask this: what AT are you and what is his build? Soloing Frostfire is not at all common (despite all the claims of doing exactly that that are sure to follow this post). I've been on plenty of teams where he wiped ALL of an 8 man team. Twice in a row.

I mean, sure, he's an EB, but even so, a strong EB with imps and Jack Frost. Especially for a level 12 or 13.

My advice for leveling would be to finish the Hollows arc (and the Cavern trial if you want), go get your temp travel powers thru safeguards in KR, do the Inventions tutorial (also start the Midniter Club arc) in Steel, then check out the Faultline arc at 15.

Is Frostfire really that tough solo? The last time I went through the arc solo was on...a fire blaster, I think, and he didn't seem to give me too much trouble. Of course, at that level you've probably dinged twice between entering the mission and finding him, which helps :-)

I used to solo Frost Fire on all my new characters as a coming of age event before I accepted team invites with them. Sure, I might have to make a few Hospital runs, but I'd wear him down eventually. If I could take out Frost Fire on my own, then I've learned enough of my new character's powersets to handle most situations.

Teams are the number one killer of soloists.

It's possible they may have changed FF a little since the zone revamp, and maybe it's easier to take him solo with the new difficulty settings. It's been a long while since I took a character through the Hollows arc so maybe I should go see if he's still as bad as I remember before shooting my mouth off about it.

I just make it a point to bring inspirations. *shrug*

Frosty isn't really all that tough if you bring a few Insps like MB suggested AND you get to him before he gets his Fire Imps. At level 13, it's completely possible to solo him, at least on a Blaster and I'm assuming on a Scrapper or Rad defender with debuffs. Been there, done that.

For me, the secret to dealing with FF is to hit him while I'm in the low teens.

Same.

Or get them after I face plant the firsttime

I actually only dinged after killing him. But irrelevant thread is irrelevant as I don't play this toon anymore.

Switched over to Freedom so I could get teams easier.

Easiest solo run I've had was when I attacked after he summoned his pets: my controller fired off Seeds of Confusion, then stood back while his imps shredded him.

Just wanted to make a point about this.

People who complain that some of the servers are "dead", and then switch to Freedom because of it, are only making the problem worse.

The game isn't dead at all. But the fact that everyone and their grandmother is moving to Freedom for "easier teaming" is contributing to that perception.

While all that is true, it's not really the responsibility of the individual players to makes sure the servers are evenly distributed. What is, is. If they want more teams, going to Freedom is certainly a viable option. Personally, I find Freedom and Virtue way too crowded, but I'm weird.

Dec out.

What Claws said.

Also, run your own teams and you'll never be teamless! I even have a guide that will help with that somewhere...
