If you really want a high-end computer it won't be cheap. I, personally, would never pay less than 1000 for a good gaming computer. If you're going cheap, 800 is adequate.
Make sure it's custom too, CyberPowerPC specializes in that. If you get some "high-end" Dell it will be as loud as a steam engine and most likely laggy on Peggle Extreme. -

So I just got the Pupil history badge and after reading the Perez Park plaque I actually cried a bit.

If you hit the fire with the extinguisher, you got credit for it (you've done 10% damage), it just doesn't show up anywhere.
One sneaky thing to do is to hit each fire once, then start working on putting them out. You'll get the badges much faster that way. -

There is more than one objective for that badge, so you cannot always trust those progress bars. Just kill some more of those Hellions, and you should get the badge normally.

As for knowing if you got credit or not... that's been a problem with those badges for some time. Because there is more than one objective for those badges, you can't always trust that progress bar, so best thing to do is just keep killing fires and wiping out Hellions with an AoE whenever you see them.
You'll eventually get them. -

You also have to take out a number of Hellions. You could have all the fires needed for a badge, just kill a bunch of Hellions around the fire and it'll reward.

I've been hanging out in Steel a lot more with my 50 and I sometimes go and stop fires from "burning down" buildings. But every time I do this some lowbie will rush up when I am almost about to get a fire and steal the "kill".
Is it only me that this happens to? It is probably the most annoying thing on the planet. -

for me Praetoria is a zone, but when we go in instanced missions those have maps that the devs call tilesets?

Mental age, on the other hand, is subject to a great deal of debate..
I think this game is better than a lot of games community-wise because you'll find more dedicated, nice, and mature players here than in WoW or Call of Duty, or any of those other mainstream buckets of 9 year olds screaming into their microphones.
Here I haven't met one person who I can really say was immature. Everyone acts so intelligently
