The reason is actually fairly simple to understand. NCsoft doesn't want players to trade accounts for real money. Besides which, what you would do would bypass the whole point of the Veteran's Rewards system (see Veteran's Rewards FAQ):

So recently I decided I wanted to play City of Heroes again (like a week ago) then now I remembered the info to my old account and I was wondering if I could switch my 50 over to my other account with more vet badges :/
