Kinetic Melee and Electric Control for GR

Someone went to PAX and reported:

We were just at the City of Heroes: Re-inventing a Superheroic MMO panel where Paragon Studios announced two new powersets in addition to the Dual Pistols and Demon Summoning sets that will be included in Going Rogue. Also announced was the hotly anticipated endgame system that Matt "Positron" Miller has been working on.

The system will be called be Incarnate system (many CoH players should be familiar with this) and it will consist of new content and special Incarnate levels that confer new abilities to your character. Rewards commensurate with the difficulty of the Incarnate content will also be part of the system. Going Rogue will include a single Incarnate level, with the level cap of 10 to be introduced in Issue 19 later this year.
For Scrappers, Tanks, Brutes, and Stalkers a new powerset called Kinetic Melee was announced. To give you a general iea think of what telekinetic melee combat would look like. The set is very visual and utilizes a ton of knockback and down effects. You'll have greater range than most melee power sets when using it. A video was also shown at the panel, though Paragon Studios will not be distributing it. Fortunately, we managed to grab some shakycam of the clip, look for that later today.

Next up is Electric Control for both controllers and dominators. Not much was said on this set, but you can probably imagine how it will work out given the existing powers in the game. Electric imps were seen (gremlins).
We'll have slides and videos coming in soon so check back often!

Arc 185502: Who Killed Snow Globe? a mini mystery Put together the clues to solve the case!

Arc 22832: And Hell Hath No Fury (extreme)
Will you be the key to the Knives of Artemis' survival? or the instrument of their destruction?

Sneaky bastages.... they just denied that elec control was in the works like 2 weeks ago :P
Glad to get some info on GR though, even if I already pre-purchased it on the first day.

It looks cool like fire control.

Sucks a bit that i19 seems more like gr then gr does. End content wise....

what they didn't tell you as that these sets will be severely nerfed by the time they come out.

Positron's i13 letter: We are trying to make PvP more accessible to new players, while giving experienced PvP'ers the advantage that comes with formulating tactics around the new systems we're putting in place. PvP from now on will be on our priority list. If something isn't working out, we'll be in there tweaking it and making it work, for the entire future of the product, not just Issue 13.

What you said is completely impossible. Saying 2 letters doesn't make you right when you're original statement was wrong. You can't nerf something before it exists. If I remember correctly, they actually buffed it in Open Beta, but that still doesn't matter. It's not official until it's live.

I know there's goofiness like the length of time it took them to "fix" BotZ, but that's not the subject matter.

they actually did nothing to the set in open beta, which is where alot of the criticism from the set underperforming, and it does, comes from. the only buff the set got was the swap ammo change and the buff that PR got, and the HoB recharge time but that was a bug. point being, they nerfed it by not buffing it.

They can't nerf somthing that has not gotten to live. Your argument about nerfing by not buffing makes no sence, if that was the case then all the powers in the game are nerfed...
I like DP and this looks cool though the demons could use some work, saw a video of them.

I very much hope the content for this goes beyond "Go here and defeat all, then go here and defeat all some more, then go and defeat X AV".

If this lets me solo the STF, then it will be pure awesome.

No. at time of inception, everyone said that there should have been another rebalance to help improve the then and still underperforming set(that has been proven numerically, although many people don't notice because it "looks cool"). the other sets in game, with afew exceptions, are working fine. I suppose I should have said they nerfed it by not buffing it to to a reasonable standard.

DP aside, the impending nerf to the sets that I was talking about was an obvious troll post.

I also look forward to watching people who don't quite get it being annoyed because they "invited a Kin" only to find out it was the melee sort of Kinetics.

I give it a week before the first time we see that happen at a Hami raid.

Pah!
Sun's Kinetic scrapper is so bad, he is out of position to get buffed by his own Fulcrum Shift

I knew that. That's why I retrolled.

Then you defended your troll, so I was all like , which is why I buried your troll under a bridge of logic.

Also, I think I know why you pushed that envelope, so I'm actually laughing.

It's a raiding system.

Think of the Zombie Apocalypse, Deadly Apocalypse, and Lord Winter's Realm as the dumbed-down, less strategic versions of them.

well from what i remember from my forum pvp days in the S&I sections, the best trolls committed, mostly because they were to stupid to know they were trolls but still.

Kinetic Melee looks effin sweet! My only fear is that we will have even MORE DBZ copies running around. I hope they deal better damage than DP blasters!
