Yes, they say you can buy it now. They're wrong.
EDIT: Also, to clarify, you can't actually "Preorder" right now, you can only "Prepurchase." It's dumb semantics, but it may be an important distinction to you. You can Prepurchase GR this week, you can Preorder GR:CE at a later date.

Edit: Of course, given they say you can level up your dual pistols character during 2xp weekend, and that starts the fourth, you've got a 1 in 3 chance of guessing the day.

Yeah, I have yet to see an actual date anywhere. If it's not for sale by Thursday, they'll have to...gently massage the statement about having Dual Pistols for DXP weekend. My guess is tomorrow, simply because most stuff relating to CoX is Tuesday-oriented.
Two things to keep in mind: they may have agreements with various websites to host special revelatory information, so don't just F5 the main boards.
Also, when you DO purchase it, you'll be purchasing with a lot of other people. Hit BUY once. ONCE. If you hit it more than once, well...some people just don't seem to understand this concept.

Since I'll be going the CE preorder route, I don't think I'll have any competition for the buy button.
But seriously, if you overdraw your account and start bouncing checks because you can't count, or have an itchy trigger finger...PlayNC is not going to cover your bank fees or buy your groceries for you.

Actually when one of the booster packs was released there was a problem with the EU store where becauses hundreds of people were purchasing the pack it took so long to do an order something in the system fritzed up and it was doublecharging a lot of people.
Still NCsoft support just refunded the money with no problems and since that moment they've sorted out the store server. Yes there was such a demand for that booster pack we managed to caused the store server to implode...go us!
It did this to myself despite taking notice of the 'click once only' on the button and NOT clicking it multiple times (seriously it says it right underneath the buy button) I got charged twice for the booster pack.
I can't find the link, but I'm fairly certain that one of the rednames said that the game would be available for pre-order on March 2nd, allowing you to get Dual Pistols for the 2XP Weekend starting March 4th.

Well of course PlayNC is going to refund the money. They aren't going to compensate you for your perceived pain and suffering, though.
And yes, DP is supposed to be live by Thursday. Again, I expect a patch (The Patch) tomorrow.

I expect the patch tomorrow (since they said i17 beta is starting then, that's pretty much their launch window, I'd imagine). Then, they'll probably put the store page up at the same time, since the more time they have between now and the start of double XP for people to prepurchase and for any store problems to be worked out, the better.
If they decided to wait until Thursday morning and force a rush of thousands of people trying to buy at the same time (since they "NEED" their Dual Pistols character for the event), I can only imagine disaster.
If they started it Tuesday, then people will have the option to wait until Wednesday or Thursday, when the initial rush has died down and the stores are a bit more stable.
So... it only makes sense to me to have the patch and store update at the same time. But then again, Marketing probably has a hand in this, and why have THEY ever been logical?

Yeah, I can't wait for the GR pre-purchase/pre-order/whatever....a nice big reveal of GR info will be nice (since I would assume you couldn't pre-purchase something without being told what will be in it...I guess they could do it but...).

My only DP character I wanna play is a Praetorian, so I'll be waiting until I can make the little guy in Praetoria. This means that prepurchasing Going Rogue will bring pretty much nothing to me and is pointless.
... but I'm excited anyway, and I know I'll get a buzz from prepurchasing it. Let me give you my money now. Please? 
I definitely wanna pre order it, but just the full version, not the expansion. Early play is nice, but I'd rather the free month and booster pack.
