Well, they do tell you that Test server can be wiped or rolled back at any time.
Note that a good Beta organising team would explain why to the testers after they've done it (or before if it's not urgent). Especially if people voice concerns of it being a "us vs them" action.
The *last* thing they want is to split their Beta testers and upset them. Upset volunteers don't volunteer for things.
They needed a server to test the patch on, and the Euro Test is smaller, so it was the one to be rolled back to I16 - rolling the American one back and leaving the Euro one still with I17 on it would have been silly - they'd have cut off the majority of the beta testers from being able to test.
