If a Defender could farm...
defenders have such low base dmg i would say kin is the only primary that has a chance of being a good farm build, archery is a good attack set because rain of arrows has no target cap so if you ca take the dmg from a large mob through FS and rain of arrows animation, you can nearly 1 shot the entire mob

Great farmer? Maybe not, compared to other ATs. Great farmer for a defender? I certainly think so.
As a side note, this is my main character, and I'm not actually a farmer. Nor did I build her with farming in mind. I just love playing this character so much that it was a pleasure to have a reason to log in every night and do something with her. It just happened to work out well that she could handle a farming situation so nicely.
I've heard wonderful things about Dark/Arch. Tar Patch's -res combined with RoA makes for some nasty damage output. Fearsome Stare makes it pretty safe. Toss in PBU or Soul Drain (I'd go PBU, Soul Drain gets aggro and can risk spreading enemies out, lessening RoA's effectiveness) and you could probably get some nifty damage. I'd imagine 2/6/No Bosses would be pretty effective. It won't be fire/kin or elec/shield fast, but it'd be pretty safe, and probably wouldn't need a metric ton of inf to IO out for an efficient build.

I agree with those before me..
If it can be pulled off, Kin/Archery would be one of the best if not the very best. With fulcrum shift, BU, and great slotting i believe its possible to get RoA hitting at cap dmg. So thats around 730. Follow that with a jump out of the mob for a cone attack or explosive arrow and it should wipe all minions and LT's atleast at your current lvl. Atleast that's how i dream it. =D
For mastery you could go Electric and take thunder strike for a melee AoE.. OR you could go Soul and use soul drain or dark consumption as an extra AoE after you fulcrum shift...
First setup that comes to mind is..

For the crazy hardcore people, i'm sure it's possible to do it without Fitness or Speed pools but to be safe that's what i came up with. I actually had a build around somewhere but i cant find it. =/

One of the real problems with a Kinetic farmer is making it survivable enough.
1. Mez's stink and get you killed.
2. You have no +Defense or -ToHit built into your Primary. So it is very hard to build up that defense. If you try you will have holes and believe me Kinetic anything will be attacked in Melee, Area of Effect, and Range. So you'd need defense to all three.
I love my Kinetic Archer and have the dream that it would be a farmer, but I've not been able to make it work.
I can do fairly surprising things with my Trick Arrow/Dark. For one I can solo it, which is saying a lot for a Defender. It is a very balanced build that does a lot well, but I don't think it has enough Damage to be what anyone would call a true farmer.
kin/ice with high defense (either ranged or smashing/lethal)
Ice gets the blaster level nuke and ice storm.
Ice's nuke is only up every 360 seconds. At best its up around every three minutes. Plus, I don't see Ice secondary giving that much extra protection over Archery.

Also, with good IO investment, the nuke can be up every 100 seconds or so.

I'd probably go with Kin/Archery. While Ice Storm and Blizzard doing the same damage as blaster versions, (why doesn't RoA btw? They're all pseudopets...), RoA is less unwieldy to use because its crashless and while Explosive Arrow does KB, the rest of the AoEs in Archery are much better than Ice.
Unless you're dropping Blizzard on them as well, Ice Storm at the damage cap still isn't going to be enough to wipe a spawn. You need something to follow it up with. Ice Breath is sadly a turd. Archery has the advantage of RoA doing plenty of damage but being more convenient because it recharges way faster than Blizzard, does its damage relatively quickly (compared to Ice Storm) and has better AoEs to finish a spawn off with.

Ice Breath isn't actually a turd. It's damage scale 3.1 (it has a bad rep on the Blaster boards because it's slow-activating and gets Blasters killed, plus it was no good for PVP back in the day.) I don't know if you can cover a spawn with it, that's kind of your problem.
As far as farming, I don't do it so this is all theoretical.
Dark/Arch sounds good, with a whole lot of recharge. I had heard, but haven't checked for myself, that RoA _does_ do Blaster level damage.
Kin runs into the damage cap early (195% with slotting +80% Aim = 275%, about 2/3 of the 400% cap) and it appears from Red Tomax that Siphon Speed is only a 20% recharge boost. So you get slightly better damage (1.5 times as much, compared to 1.3 times as much for Dark) and slightly higher speeds in return for 1/3 or 1/5 the survivability.

It's not a problem of covering a spawn with it, its the long animation. A long animation like Frost Breaths will really hamper your speed over the course of a run. I'm well aware that RoAs animation is just as glacial, but it also does far more damage.
Fistful does a fair bit less damage, but its much faster, both in recharge and animation time which is important for your cleanup/finisher AoE when farming.
Edit: about Defender/Corruptor RoA doing same damage as Blaster RoA, I checked in Mids and unlike Ice Storm/Blizzard RoA had different damage numbers for the different ATs. I'll check the ingame numbers in a bit when I've got a minute.
Edit the Second: cry, ingame numbers list Blizzard as 500.49 damage for level 50 Corruptors, Blasters and Defenders but different numbers for RoA. 98.99 for Corrs, 150.15 for Blasters and 97.54 for Defenders. I wonder why.
The Melee Teaming Guide for Melee Mans
I periodically run the Behemoth map with my Dark/Dark Defender. I don't do it because the character is great at it, it's more something I can do without much mental investment, and sometimes it gives great drops.
It takes that character about 30 mins to clear the map set to +2/x6/no. While it's not a very good time for a good farmer, it's actually not horrid overall. If the goal was raw drops, it'd obviously be a lot faster at -1 instead of +2.

I run on a Dark/Dark Defender, and im only lvl 34 right now.I use SOs, and can tank, and solo +2/8 missions at the moment, some missions I have to go down to +1/8 or +0/8, but thats not to big of a blow to my Defender Pride.
Some missions take alot longer to solo due to mob HPs at +2, like the Freakshow, but to be able to TANK at that difficulty on a Defender makes me glad I chose the power sets that I did.
I tar patch right in front of my self, hit a boss with Darkest Night, and of coarse I have Shadow Fall running and my Dark Servant right behind me, ready to take the alpha.As soon as I drag the entire mob to my Tar Patch, I use Fearsome Stare, a Fear AoE that -ToHit of the mob,then Trenebous tenticals,which locks them down, and I begin my attack run from there.Not only when I trigger my heal do I gain massive HP to assist me in my tanking, but my Dark Servant is a virtual Heal Bot with the same massive heal!
All in all, im rather surprised at my pure Dark Defender at this point, and I would have to say that if at lvl 34 a player such as my self can Tank and Solo at +0/8 to +2/8 at level 34 on this Defender, what will later levels and IOs bring?
Im sure there are other Defender builds that can perform admirably to this effect, and im not going to down play any other suggjessted builds, but I just wanted to toss out there my experiance, and ability to answer this question presented by the OP.

I farm with my TA/Archery Defender a lot. The grab-bag collection of debuffs combined with rain of arrows allows me to consistently kill everything on a map at +0/x8.

Kin/Arch/Psi has been an 'underground' farmer for a while
Anything with debuffs/archery/power mastery can be a serviceable farmer. You won't reach the level of efficiency a melee, controller or blaster can but the gap isn't so large that it's a waste of time either. Minimizing that gap will require a fairly expensive recharge-intensive build.
Whether it's worth the trouble really depends... if it's just one more novelty application make your defender more fun, go for it. If you are starting from scratch for a purpose-built farmer, then probably not.

The trick to farming is producing a huge DPS while having a high survivability against the enemy you're farming. Since people usually reserve maps or AE mishes where the enemy is doing a very specific type of damage (and usually few mezzes), you'd need to build for that. Typically people go for the S/L softcap.
I don't think any Primary comes close to producing the kind of DPS boost that Kinetics does. You can argue the merits of debuffs vs buffs, but when playing solo, debuffs usually aid survivability more than DPS.
For example, I'd usually prefer to add a Rad Def to my team over a Kin because those enemies will probably end up dying faster.
However, my Rad/Sonic Defender is currently soloing +1/x4, and while I suspect I can handle +2 or +3 and x6-8 because her survivability is through the roof, her battles aren't quick.

i rolled a kin/arch a long time ago. was a good idea on the paper. it turned to be horrible

you need to be literrally in mobs, and you have nothing in the set to prevent the incoming *** kicking you are going to take.
ok you have debuffed their damage, and you got a heal, but at RoA level you will always get hit by one or 2 mezz. and some mob even debuffed can still destroy you in 2 or 3 blow.

S/L damage are resisted by anything, and def cap is simply too low. (i assume that throwing pbu in that would not help at all)

more than that, the real main problem for me with RoA was the time there is between the moment it aggro the spawn (YOU aggro them) and the time the first arrwos kicks in.
usually mobs will have run toward you when the first damage is dealed, making the mob being outside it's area of effect.
if you add to that the aggro you made with fulcrum , a kin/arch will have terrible problem to find a safe way to do the FS+RoA combo.
for me a dark or a trick arrow / arch would perform almost better. i mean safer, and with pbu , aim and the - res those set can provides; your damage would be almost equal
AND you would have something to ROOT the spawn.
wheiter dark/ or trick/ would be better, i don't know.
the -to hit of dark and the fact ark servant could work as a aggro magnet (that would helps to keep the mob packed) is appealing.
i don't know trick arrow well
well like anyone i know it's horribly annoying glue patch of doom
but concerning how well it could debuff mob to add in safety or in damage dealing i have no clue

It seems that every At but defenders have some sort of farming build..
from a Fire/kin or fire/rad controller
to a Fire/fire tank
to a spine/regen scrapper
or a archery or fire/MM blaster
If a defender was going to have a farm build, what one would be the closest?
What would the build look like?
My guess would be a KIN/Dark/Psy
You have capped damage, a cone immob, a group sleep...
You would have to take the fighting pool and hasten plus fitness.
Plus with dark you knock down the opponents Tohit
Thoughts? Builds?
