It should also be noted that the server selection screen is ordered in a way that your last selected server is first, then the rest are ordered from lightest current load to heaviest current load. While that isn't necessarily who has the most players on for sure, its a good bet. Historically Freedom is heaviest followed by Virtue, which has more players focused on role playing.

Justice is the unofficial Oceanic server (time zone).
Part of what you want to do when picking a server is not just look for highest population - unless of course you are from another MMO and are just here to grind - then by all means go to Freedom. They seem to be completely grind-tastic for the most part. Freedom is also farmer heavy, so if you are into that, that's the place for you.
City of Heroes doesn't have what gamers call an "End Game". The game here is the adventure of playing a super powered being with other super powered beings and learning how to make weird power combination work.
Seriously, learning how to fight with a team that has powers that you have never seen before is great fun.
I would suggest making a character on Justice or Infinity. Though they aren't he most populated, they might be a little more accepting of less knowledgeable players.
When I first started out, I made 2 characters on each server (leveled all those characters up to at least level 5, I'd say to play them to 10 theses days due to the speed of leveling), and now my character slots are full except for one slot that I added recently. This gave me the ability to jump around servers to find the ones that I like (I like all of them, but Freedom and Virtue have very much been on my bad-side of late) and also to find out what kind of archetypes and power sets I liked. I pretty much found out that I wanted to try more power set choices on the various archetypes.
I have the most combined character levels in this order: Virtue, Freedom, Justice, Champion, Infinity, Triumph. The others are around half or less combined level-wise of either Virtue or Freedom.
So if you have a bad experience on one server, I would try another before going back to that server. By the time you get back, the players that you were having issues with on that server probably won't still be in the same level range.
Remember that generalities are generalities. I think it's true that I have a higher percentage of bad or odd pick up group experiences on Freedom, but I've also been on some fantastic task force teams there.
Meanwhile, I have friends on Virtue who are all about powerlevelling or smashing your way through a TF as fast as possible. Last night we ran a level 34 respec trial in under an hour, and I'm pretty sure that includes them logging in to start it and logging out after it was over. No time for RP

Freedom, which is an all around general purpose server
or
Virtue, which is the unofficial Roleplayer server. Granted it's entirely possible you could spend a long time on Virtue and never run into any evidence of RPing. Me, every few days I run into players who don't understand the double brackets thing or don't even believe Virtue has a lot of RPers.
For what it's worth, the last major update to the game was largely cosmetic with power customization. That and the addition of the Walk ability have been great boons for us RPers, not so much for the folks looking for more gameplay additions. I haven't seen any solid numbers, but with that in mind, it's entirely possible Virtue may be a lot closer in population to Freedom than most think.

It's not that ANY server needs support. But the lower pop servers have the same retention issues as the higher-pop servers. And new blood is needed to offset player attrition.
If everyone simply goes to "the busiest server" all the time, you eventually DO have problems finding teams. Even when actively looking and recruiting.
Right now, the issue of "can't find teams on low pop servers" is mainly the perception of people sitting on their thumbs expecting to just be picked up.
If everyone simply dives for the highest population server all the time, every time, it eventually will make the perception a reality.
To the OP: I would not suggest Freedom, as many people feel it is 'too' populated. Virtue is the next most populated server. Several others jockey for position after that. I believe Champion, Infinity and Justice are in that scrum.

People want to "be where the people are" so they go where the people are, which adds even MORE people to those servers. It's an endless cycle. The only way to reverse it is to support "lower population" servers and show people how they can still have fun on those servers and still get a team easily no matter where they are. Every time someone points another player to Freedom and Virtue, it perpetuates the cycle and increases the disparity. |

Freedom is the highest load, followed closely by Virtue. I've seen them swap positions but not very frequently. Justice follows as a distant 3rd place, but fairly consistently in that spot.
The others I can't be 100% positive, but I think it is Champion, Infinity and Guardian.
I moved from Triumph to Virtue because Tri had become a ghost town. I have had very few bad experiences on Virtue, and mostly have been on great teams. All of the RP teams I have been on were up front about it.
Freedom had some very good players, I would say outside of my Global Community (because we have played together for 5 years) the best I have played with, but they were not friendly. Unfriendly was what I got most of the time there. That is only my experience, and not all players there are like the ones I encountered I am sure.

Yes there are more people on those servers, that is a fact.
Here's another opinion however. I started on Justice for my first year, then moved to Freedom for 4 years and after that spent a few months dedicated on Protector. Now I hop all over the place when I do play. What I've discovered that I feel is important to the OP's desires is wishing for a sense of COMMUNITY.
You don't find that on Freedom. Freedom is mass chaos made manifest. Oh sure, you CAN find small tightnit groups on Freedom... but that's defeating the point of a "high population server" isn't it? If you want COMMUNITY, you want a low population server, and this I know from experience.
You can, I've heard, find that on Virtue to some extent, but it REALLY shows on Protector (especially in the Jello Shooters channel) and also to a certain extent on the Justice server, especially late at night when all the Aussies come out of the woodwork.
But really, if you're looking for COMMUNITY, I'd strongly suggest a small server. If you're just looking for a new random Pick Up Group team every day, then Freedom is the place to be. I should know, that's where I learned HOW to form Pick Up Groups of random people and make them all solidly successful no matter what.
But once again, that's just one man's opinion.

Really I am on a lot during the day/morning. There are always teams running or forming TF/SF. Those numbers don't like to me when I see people talking. You just need to look and I see it a lot, that is no lie.
I did not argue this what so ever so do not stuff it my mouth. I told you Triumph is not a ghost town as you gave it a blanket statement. We may been smaller than others but we make it up in our own way. |

Triumph has always been my home HUB, and Forgotten Legion have their roots there and that will never change. So I still go play there, and still feel it is the most friendly of all servers, save a few players. It is that old home that I will always love.
Virtue is the city I moved to so I could grow as a person. I have no hard feelings towards Tri. |

Thank you everyone. Its ok that the first responder in the thread posted that way. I understand how he feels. It isn't just about finding groups for me, but having a community to talk to and have fun with. I wouldn't care if the game was 1 week old or 5 years old, I know it sounds crazy but I prefer higher population servers.
To the first responder - we went to Freedom. At least you have three new players paying for the game who want to be part of things. We are excited by some of the new features that weren't here years ago. Maybe we will make characters on less populated servers after we get back into the swing of things. |

Let the guy pick a server. If it doesn't fit what he and his family want? There are more to choose from. This whole "You don't need to know the truth" and "RAH RAH my server RAH!" stuff is for the birds

Man some of you people must really be jealous of Freedom spewing all this non sense about us, don't hate us cause were beautiful and got way more people then other servers. Why do some of you spew this hate? I wonder, jealousy seems like the main reason.
Can someone be jealous of a club that's completely open to the public that anyone can join if they wish? I don't see quite how that works...

I'd recommend Virtue if you're into RP. Tight Knit Community, always someone to team with, lots of cool SGs. You can join if you don't RP, it's just that it's the unofficial "RP" server, so anyone who does RP tends to flock there.
