NEW Power Sets!
Naruto Shippudden has some awesome powersets I would like to see smashed into this game, like the guy that can draw things... the bug mastermind... the water sword guy...
Well, if we're going to talk about powersets...
I still think a kinetic staff would be a wonderful melee set, and relatively easy to animate. It has the potential to do PBAOE damage and tons of single-foe damage. And with power customization, the effects are easily modified to suit the whims of the player. For example:
- Kinetic Strike (1) - A quick jab to the torso. Melee. Fast recharge, moderate damage.
- Kinetic Smash (1) - A quick jab to the face. Melee. Moderate damage. Chance for foe stun.
- Kinetic Choker (2) - A charged jab to the throat. Melee, Minor Damage, Chance for foe stun.
- Kinetic Sweep (4) - Sweeping the quarterstaff from below to put your target on his back. Melee. Minor damage; Foe -Defense, Foe -Knockup.
- Build Up (6)
- Kinetic Fury - A flurry of attacks from both ends of the quarterstaff. Melee, Minor Damage (SL).
- Confront (8)
- Kinetic Quake (18)- You smash one end of the staff down on the ground, releasing the stored kinetic energy within and creating a shockwave that deals damage to your foes. Point blank AOE Melee, Moderate Damage (Lethal), Foe Knockup.
- Impending Doom (26) - Leaping overhead attack that lands on the opponent's head, dealing high damage. Melee, High Damage (Lethal), foe Knockdown, foe -defense.
- Kinetic Pulse (26) - A single, highly charged jab at a foe that deals extreme damage. Melee, Extreme Damage (Lethal), Foe Knockback, Foe -Defense.
Do you realize how broken SR would be on a tank? I kind of doubt the devs will give us a defense based set that will exceed softcap by itself, with no other powers or IOs.

Actually, any time I see Street Fighting mentioned, the first thing I think of is a primarily punch-based melee set with combo effects, a'la Dual Blades.
Have been wanting to have dark/dark doms almost since day-1.
Do I really have to say that a Broadsword Brute is painfully obvious? Apparently, because Stalkers got it first. Stalkers?!? Conan the Assassin, anyone?

Forgive me, then perhaps I have been mistaken, but what would you confer to be the soft-cap. This is something that's been hazy with me for a long time, and I fail to see how the base of 13.88% defense (18.50% for the AT in question) would make the soft-cap. Though this also fails to factor SOs, and I recall having a devil of a time achieving what I believe was the soft-cap when building my SR scrapper (/I thought/ it was around the 40th percentiles). Also, SR itself is a rather tight build that demands almost all powers in the set and seems to lack survivability beyond defense, something other armors sets lack.

LOL this has to be the best way to describe stalkers since many issues ago.
The softcap is 45% since that is the point where most enemies have their change of hitting you at the minimum possible.

Unless one is factoring in Elude, and I'm not sure if is correct to factor an armor set's tier nine as part of something standard combat.

Plus, remember that defense is centered around an average chance to get hit, and considering the numbers a tank usually draws in, SR might even be somewhat of a weak set for tanks.

My experience is that while Shield Defense Tankers are tough enough for most things they are somewhat susceptible to burst damage and Super Reflexes would only enhance that tendency. The primary advantage of SR over SD is that it is easier to softcap (in fact an SR tank would be almost there with SOs) but when IOing it is stupidly easy to get defense bonuses while good resistance bonuses are rare.
Finally I think an SD Tanker would out damage an SR tanker. It basically comes down to the damage from AAO and Shield Charge to the 30% recharge bonus from quickness.
I have 3 active /sr characters, and I never suggested /sr would be good for tanks, but I would love a taunt aura on /sr much like WP has.

On the note of the taunt aura, that solution is simple, give the tankers the Brute /sr power list. Brute evasion comes at level 20 and has a taunt aura effect, scale up the taunt effect and it should be fine.

Of course, I play Scrappers almost exculsively, so having only one Brute at 50, who is an EM/SR, I'm not really up on what Tankers and Brutes have in the areas of Taunt.
Dual Baseballbats perhaps for tankers (and scappers also).
