It sounds like almost everyone in the U.S. is eligible - the residents of 49 states unless they are on military installation? Or is it only excluding military installations outside the U.S.? Still, most of the US population qualifies.

The reason for the math question is that, here, everything is classified as a "contest" or a "lottery". Contests require some form of ... contest. If you can't complete it, you can't win. Lotteries go to a randomly selected winner.

Lotteries are governed by the lotto commission. The person running it has to apply for, qualify for, and pay for a lottery licence. The winner hasto declare the winnings and pay tax on them (or their value).

It's easier for everyone involved if the winner has to answer "What is (4+6)*10?" than to have everyone jump through all the hoops involved in a lottery.

the wording is what he finds funny. read as it is written, with the "and" in front of the uk bit, it seems to stipulate you must be a resident of the us, canada and the uk, rather than us, canada OR the uk, as such, only people with triple citizenship would be eligible.

Removing the exclusions in the brackets we get this:

Isn't Paragon City situated in Rhode Island? Even if it's in another universe, this bolded piece right here states that nobody in Paragon City is eligible to enter the contest in the first place! Haha!
