I just bought it, as I didn't have an "Architect Edition" key on my main account. After you buy it, you have to start installing it via Steam, then it takes you to the PlayNC site and you can just add the key to an existing account. Then you can cancel the Steam install and go about your business.
Nah, it's just buying the code through Steam. The account you put the code on can still be run (like any game bought through steam that wasn't made by valve) normally outside of it.

Repurposed
I just found out that my aborted Steam install made the game think it wasn't installed any more, and the updater tried to install it. If anyone has problems with this, what you have to do is copy the updater to a different directory (because it freaks out if you try to install in the directory the updater is in), then tell it to install where you already have the game. It'll find it and set everything else up right again.
Of course, it's a box code, so you can only have one copy of it on any given CoH account

I've been chaining box codes. I have purchased a month, of course, but between the AE Edition, the Mac Pack, and a $4 Copy of CoV, I think I've spent more money on Superboosters than my subscription...
