I've used the pieces in the Cyborg pack on non cyborgs, as well. More options = good. They also have the "Combat auras" (available from level one) and, for giggles, a few emotes including the robot dance.
I teamed with some guy who said that he found CoH in a bargain bin for $6 at Wal-Mart yesterday. This could be a shrewd move to lure in more players. I hope that's all that it is.
