If you're looking for RP as well then you should know that Virtue is the unofficial RP server.
Conveniently it's also usually at the bottom or just above, so it's one of the most populated as well.

Freedom was previously the busiest server. Virtue has currently overtaken it as number one, but not by a large margin because Freedom shows up number one occasionally. No one knows if it's permanent or just temporary.

Virtue is the most populated server next to Freedom.
It does attract a higher number of roleplayers than other servers, but there are still plenty of people who don't.
It's not like people who don't roleplay get put in the stockades.
As an added bonus, you tend to get more interesting character biographies.
(interesting character biographies not guaranteed. Character biographies dependant on individual player personality/creativity. Exposure to some biographies may have adverse effects.)

which is 5 hours behind
Greenwich Mean Time (GMT)
And if you are looking for not-RP, I have read that Infinity is generally recognized as the third most populated.
But I don't actually know first-hand, and said post might have been written five years ago for all I remember, so you might want to check its rank in the listings first. 
(Which actually seems like a good idea regardless, since it will show you how populated a given server is likely to be during the times you are online...)

Since no one has brought it up. Justice and Infinity have been juggling the 3rd and 4th highest server load slots for a good while now.
Justice unofficial Oceanic server - some say it is the unofficial PvP server as well
Infinity is the unofficial PvP server as far as I now.
If you came here during the AE hayday and are just looking for population - stay on Freedom or try Virtue out. If you want to branch out and really explore being a super, then make a character on every server on both sides and see what you find. Each server had a different feel and they are all worth checking out for their individual reasons.

I thought freedom was the pvp server? shows you how long I have been gone.
Justice is not, nor has it at any time been, "the unofficial PvP server." That distinction went to Freedom before I13, and continues to do so. Infinity was the unofficial arena PvP server, but in the wake of I13 most of Infinity's players either left or transferred to Freedom.

It was the most bustling server and you couldn't go around unHidden without having a level 1 randomly inviting you to team to PL them over in Atlas or Cap during the height of MA's popularity, but it seems the population is dropping off (or a lot of people just filled up the character slots
) and Virtue is getting the server load yellow dots more lately.They say it's the RP server but, ehh, I haven't seen much of it. Most of them just talk ((like this)) and not roleplay at all.
Someone posted numbers once- and I don't remember them well enough to talk intelligently about them.
What I remember at that time:
1) Infinity was #3
2) #4,5,6 were very close to #3
3) #1 and #2 (Freedom and Virtue) were a LONG WAY OFF from #3.
Basically, it was something like "Freedom had more people than all the other servers except Virtue, combined."
As long as you join a couple global channels you'll probably find good people on any given server.
Mini-guides: Force Field Defenders, Blasters, Market Self-Defense, Frankenslotting.

There is no population on ANY of the servers compaired to how they use to be...
The game was killed in issue 5 and 6, its been on life support since, they turned that down to with this MA/AE stuff, which lost even more ppl (I know because both my sons stopped playing their accounts)
Only time will tell if the pops will ever come back, maybe they will start server merging soon?
