Getting this particular accolades so early is simply about having help with it. Vampyri and Warwolves are abundant in Striga isle. but they're all about level 20-25. So a lowbie can't take them alone. But on a team not only it won't take long to get both Silver Bullet and Slayer, but it will enable the lowbie to get the badges early. Then there's the Rescue the Fortune teller mish. Which is the last one in the 1-15 range in Oro if you're over 15. If you're under there are three different contacts you can get it from (names escape me at the moment) because you need to be level 25 to enter Oro for the TF obviously.. It's not exactly easy, so you'll want help on that, too. The rest are just history and exploration badges. So yeah, teaming is what you're looking for if you want Atlas that early.
As far as what arcs in Ouroboros are best for Vampyri, Tobias Hansen's arc, Return to Vampyr Mountain is the absolute best that you'll find there. It's pretty decent for Vamps, netting well over 100 solo at even level difficulty and team size 1, if you clear them out of the 3 missions they are in. Alternatively, just hunt the ones that are out at night in the Bog area of Striga, or (this is really the best option) join a Moonfire TF, as that has a nice Troll cave mission full of them, and with a full team, you should get enough of them and Warwolves in a single run for both of those badges.

Moonfire Task Force is another one. You will get both badges doing that Task Force.

Hee, Hee...I have a level 2 Blaster with the Atlas Medallion. Don't want to run her now and spoil it.
I am lucky as my hubby has a seperate account on another computer, but you could do this with a higher level friend.
Take the Base Transporter to Stringa, leaves you at Moonfire I think the contacts name is.
The higher toon sidekicks the lower one, and you both can go kill Warwolves and Vamprii or the lower toon can just stand there...pretty boring though.
If you use this method, be aware that the Vamprii only come out at night.
It works out ok though, kill Warwolves until sundown, kill Vamprii until the sun comes up, rinse and repeat.
The best way for getting the Vampryii kill though is that arc the people above are telling you about. Rinse and repeat until you have it.
Then, for the Atlas Medallion, you have to visit and read certain Plaques in Perez Park, Galaxy City, Kings Row, and Atlas to get the Pupil Badge and then do missions from contacts, and hope and pray you get the Fortune Teller mission contact at level 10...or have a friend who has it. My husband just happened to have that mission so I was able to do it as soon as I got the required kills.
To get the Fortune Teller mission contact, I visit my first contact, do the missions until I get referred to another contact, go and do that contact's missions until I get a new one....rinse and repeat, by the time I get to level 10, I have a lot of contacts.
At level 10, talk to all your contacts. If luck is shinimg on you, one will give you the coveted mission.

The poster I responded to suggested that if you are too low to get into Ouroborus, then you could be a part of the team (ie. not the team leader) to start the mission. I was pointing out that even if that happened, you still need to be at least level 10 for the team leader to select that mission.

I ran a Moonfire with 7 others and got neither badge. I got pretty close on both, and got Silver Bullet killing just a couple standing around after the TF.
Moonfire surely got me a big chunk of work toward those badges, but it didn't supply enough vampires or wolves to get both without doing anything else.

I was hunting Vampiri and Warwolves for the Atlas Accolade last night. I had only killed about 20 or so of each when I saw another player doing the same thing. We teamed and had both badges in about half an hour.
Best hunting for Vampiri is on Striga Isle, between the east side of the Bog and the west wall of the Council Base. Vampiri only come out at night, so hunt Vampiri until dawn, switch to Warwolves until nightfall, rinse and repeat.
