One thing to understand is that you can run most TFs with almost any combination of ATs you want. There are some exceptions but they tend to be extreme (8 Tanks/Scrappers will have a very hard time with the first mission of KHTF for example). However there are some general things that I look for when forming a TF to make things run easier. In general I take whomever shows up but this is somewhat written assuming a less tolerant leader than me.
Defenders are always desirable on a TF. They force multiply well and add good damage. To a large extent you can pretty much pick your primary. Based on what I've seen in game I'd say that the top three in terms of popularity for TFs are probably Rad, Kin and Emp. My personal top three would probably be Dark, Rad and Storm (with the disclaimer that Storm is very difficult to use well so a lot of people distrust stormies). In general though there are no bad defender sets, they all have something to offer a team.
Similarly to Defenders Controllers are popular since they also have good force multiplication. Personally I like Ill, Earth and Plant although in general there is less demand for particular sets with controllers than with defenders.
Tanks are ok. A Tank isn't needed for most TFs but it is useful to have one along and the generally low Tank population means that you should be able to find TFs reasonably easily. The only Tanker defense set that really tends to stand out is Stone which does have a higher level of survivability than other sets which makes it popular with a lot of people. Personally I find that pretty much any tank works for most TFs so I'd say pick one that you like.
Scrappers and Blasters are generally welcome on any TF. The main thing is that there tends to be much higher population of these ATs on at any time so there is more competition. Additionally when I'm recruiting through search I'll rarely bother looking for Scrappers and Blasters. I'd much rather fill the team with Controlelrs and Defenders who will bring both damage and controls/buffs/debuffs instead of just damage so most of the Blasters/Scrappers on the team are recruited through global channels or if I still have spots after working through the defenders and controllers.
Kheldians are always welcome on my teams for the added flexibility if nothing else however there are some people who refuse to invite them due to their fear of the deadly cysts . I tend not to directly recruit them for mostly the same reasons as Scrappers and Blasters (along with the fact that there normally aren't many on.
BTW, those 'deadly' cysts go down in about five seconds if you spot them early and know what you're doing.
Generally on a TF, an even mix is reccomended. Tankers and scrappers to charge into battle and take the heat, Defenders and Controllers to support them, Blasters to do additional damage, and Kheldians can fill in for any role that the team is lacking.
Our SG refers to them as XP-on-a-stick.
They can be a distressing surprise, though, I will grant you that.

I don't have a lot of experience with defenders or controllers, but I think a rad or dark would be good.

If you want to make a character that can provide this, a Radiation Emissions or Dark Miasma can do all three. Rad is better at it, but Dark has more -tohit to compensate. Kinetics can do -regen and massive +damage (for team mates who know to keep close). Oh, and if you're worried about heals, all three can heal.
Sonic, Thermal and Poison has foe debuffs, but I haven't played them to be familiar with what they do.
Sonic Blast can do -resists. And any Brute can build up decent damage for themselves.
Teams are the number one killer of soloists.

This is pretty much the bottom line, the AV. The rest of the TF, being just regular missions, requires only enough damage so you can progress at a decent pace. To take out the AV, having some -regen helps a lot. If you don't have -regen, then having -resist or +damage helps to beat the AV down.

Maximizes the damage you and your team mates can do. And keeps things moving. Focus on the AoE powers.

I was looking some of those things up for another project I am working on. Rad, Therm, and Cold all have some big -regen powers (like -5) . Kin and Dark have small -regen powers that are stackable (-.5) If I am reading the RedTomax site right.
Pretty much any buff set BUT emp,ff, or kin have 20% or more def and res debuffs somehwere in the set.
I have a rad/archery defender that works quite well on TFs, and is in high demand. The rad part generally does very little until the AV missions, though.
I also play plenty of tankers and scrappers. My preferred tanker for most TFs is Invulnerability; Stone is far less fun to play. If heavy psi damage or defense debuff is about, Willpower is the way to go. I routinely tank TFs and SFs on a Spines/WP and Electric/Shield scrapper and a SS/Inv and Dark/WP brute.

Thanks for all of the imput, certianly gave me some facts to think on, and idea's to work with. Rad//sonic Defender sounds like a pretty good run. never have played //sonic though Rad is something i come back to again and again.
If you were making a character, that's sole purpose was to run taskforces, what kind of a character would you roll?
The idea is not to be level 50 and IO'ed out when your running them, but moreso just using regular enhancements well your leveling up to 50.
any AT, just looking for some idea's on what is desired in a Taskforce.
