Evil Twin.
Statesman obviously had a twin brother. Like Elvis. Except, in that world, the man who would be our Statesmen died!

Do you mean that they are actual "twins" meaning they shared a simultaneous womb and were somehow separated at birth? No, they weren't. They are both Marcus Cole from different dimensions. One decided to become a hero and the other decided to rule the world as an Emperor.

I think they said evil twin, but they really meant evil counterpart, just as Anti-Matter is Positron's evil counterpart. Tyrant's identity is already pretty well-established in the existing continuity.
He's focusing on the twin statement, suggesting that Statesman and Tyrant are brothers from the same mother from the same dimension, instead of having been born in separate dimensions.

Actually, I'm suggesting that in our world, the one who lived (we'll call him "A") became Statesman while "B" died at birth. In Praetoria, "A" died and "B" survived. They are... uh.... twins! I tell you, there's some Marcus' running around here somewhere!

If they are literal twins, they might be Cain And Abel and/or Separated At Birth, but an Evil Twin need not be a relative of the original, and a separated pair doesn't necessarily include an evil one. |

Statesman is not evil, just ungodly (rather, godly) powerful and has a vision.
*This is just like Superman vs. Ultraman in Infinite Crisis.

Watched his best friend (and brother-in-law) fight for him and then abandon him.
Watched one of closest friends, Devin Wilcox, get thrown into a hellish series of dimensions (didnt WATCH per say, but you get it)
Watched his wife die.
Watched Stefan become Recluse.
Created 90% of villains, with Stefan.
Watched heroes following him in Russia get incinerated in a nuclear blast.
Saw Devin come back and be like "lol back now **** you, old man."
And he hasnt aged a day and the only person he can relate to is a psychic with a serious obsession with short, red archers.

I'd still call Recluse more evil than Emperor Cole
Recluse throws everyone to the wolves and expects the strongest to be of some use to him
Emperor Cole kills a few people to ensure that the majority can have peaceful, fulfilling lives
The chances of Recluse killing you through circumstances is much higher
