SR Scrappers, which would you rather have paired with you?
Early on the shields would be a great help, but SR isn't hard to soft cap without buffs from another player, so if you are Storm already Id stick with that.

I have an Ice/Cold, Ice/Storm and a DB/SR and as far as a duo between the 3 is concerned well maybe the Ice/Cold wins but ultimately I wouldn't give a damn. I'd be "What is your prefered concept?".

I would go with the cold but that's mostly because I hate storm. It's probably my least favorite set in CoH
Storm, it looks and sounds cooler.
Storm:
- Heal
- Endurance drain resistance (useful vs clockwork)
- Freezing Rain comes earlier than Sleet
- Massive ToHitDebuff (safer for both of you, Cold's shields only help him)
- Lots of positioning tools to bunch up masses of enemies for DB cones
- More damage
Cold:
- Defense shields (your slotted defense shields + his slotted SR toggles will softcap him without use of pool powers or set bonuses)
- +HP (harder to one-shot the SR)
- -Damage (even harder to one-shot the SR)
- -Rech (really really hard to one-shot the SR through all this)
- -Special (nice vs. certain enemies, e.g. ITF healer nictus)
- +End and +Recovery
- Slow resistance (in Arctic Fog)
If I really had to chose? Cold.
In practice? Whichever the support player prefers. The differences aren't all that critical.

Personally I'd want the shield as well. The only thing I care about that storms have to offer on my /SR is Freezing Rain, and cold gets sleet which does the same thing. It also gets more -res, +end, and an HP boost... really the extra KB Survivability, control/stealth/-tohit provided by storm are lost on the scrapper. And it's a sweet sweet single target debuffer (AV Killer)
If all you want to do is support your scrapper, I'd pick it every time.
HOWEVER, from your perspective, this means the stormy can do whatever the heck it wants and not worry about it's KB/support, meaning you can dish out your chaos and damage at will. (Due to SR not having enemy based Defense) Usually storms are considerably held back from really unleashing the madness trying to be team friendly. As an SR, I get annoyed and ask "Why haven't we gotten any tornado up in here?!" because I've got the run speed, Chasing means nothing in comparison to the hilarity that ensues when shockwave and tornado are indoors
IMO: I could care less if I'm not fighting AV's or GM's, just lay down that GD Sleet/Rain (laughs) and it'll all be gravy.

Have you considered Thermal?
Resistance shields won't become redundant once the SD softcaps def with IOs. Also has healing and some nice debuffs.
Could have an elementalist theme Ice/Fire - with power customization you can make the two sets look good together.

The general consensus between here and the thread I made on the controller board is /Cold, it seems. I'm not particularly concerned with soloing this character (if I want to solo as a controller, I'll dig out my beast of an Ill/Rad), and I wanted to play the opposite end of the spectrum and make a very controller-y control with this one.

Also Storm gets resistance and defense bonuses from Steamy Mists, although Arctic Fog is similar as I recall (haven't done a Cold).

In general Cold would probably be more preferred than Storm as a duo, but the shields and frostwork won't benefit an SR at the soft cap as much as the other tools Storm has. Though leveling up would be considerably easier with a Cold teammate.

From a pure numbers perspective, I'd go for Cold. But if you're planning to go for IOs, your duo partner should choose whatever they want to play.
I think Ice Control's AoE Immob has a -KB component to it making Tornado abusing very rewarding. This might just tip the scales in the favour of Storm.

SR isnt an endurance hog. Lackluster endurance slotting in the primary is.
Perhaps you could also consider Ice/Kin or Ice/Emp. Those secondaries can be coloured quite nicely to fit with an ice theme, although you might want to keep Transfusion/Transference their default colours. If you're just deciding between Storm and Cold though, I'd go Cold...but I think the combo would be a bit too passive for me. Storm would be a more fun set to play IMO, but 'fun' is subjective.
Cold would be my preference. A reflex scrapper is an endurance hog, so the set with recovery gets the nod. The cold defenses are pretty redundant once the scrapper is fully built, but will make life easier while levelling or exemping down.

Anyway, my vote goes for any/any, since with a good scrapper anything works!
Depends on your normal playstyle. Dual Blades/SR is a beast, no two ways about it.
Is your partner going to build with IOs? If so, the first major benefit (shields) of a Cold is skipped. Great when you team with others, but not really needed for a soft-capped SR. (This is a great spot for dual builds, incidentally.)
The other benefits (debuffs) are so spectacular that AVs should present little challenge, and you'll be able to take on hard targets, +3 or +4, with ease.
If, instead, you prefer lots of slightly less hard targets, Storm has great AoE carnage to add. Also, of course, in an IO build, that O2 boost is all that's needed to support the scrapper, so the rest of your attention can be focused on the enemy.

Either would work.
SR isnt hard to soft cap on it's own (as mentioned), but I personally, prefere COLD/ over STORM/...but in the end, either set would work.
I just like COLD's debuffs more. Storm has the advantage of Heal though.

Personally I'd rather the Ice/Cold. I love the shields, even though my SRs have 46%+ on all positionals and I love the +HP as well. If I chose to I could even turn off my toggles to conserve endurance.
With the stormy there is just too much knockback going on for my tastes, that IMO far out weighs the benefits my SR would be receiving.
But if I had to choose a build to partner up a SR with it would be:
Kinetics for Speed Boost and Fulcrum Shift
or
Radiation but only if the player knows how to toggle herd a room.

I duo with my GF all the time as well, and I've noticed as long as both of you know what you're doing, you can combo with anything.
I normally play scrappers, she normally plays support, but I've been trying to fulfill my new years resolution and get a non-melee character up to 50... so far he's lvl 34, been playing with her blaster as of late, we still mop up enemies...
Its all in play style, have fun take your pick, learn how to play them and have fun!

After expiriencing many TF's on infinity run by my friends at dUmb... I've become quite fond of anything with /cold. The more people we have running around using that set the better.

I say Ice/Cold. I say this not because the shields or the +HP buff. I say this for the debuffs. Cold as 3 ally buffs, a team def/res buff, and 5 debuffs that are under-rated. One of those 5 (heat lost) is a debuff/team +rec/+end buff.
Think about it... Scrapper jumps into mob. Mob is hit with heat lost and sleet. Scrapper cuts loose on slowed weakened mob with unlimited endurance. Mob drops. Scrapper is untouched due to the ice shields and fact that the mob couldn't stay standing... On to the next one!

Ice/Storm or Ice/Cold?
I asked this on the Controller forum as well but I'd like input from the other side. My first 50 was my main DM/SR scrapper but she got to 50 before they were done with nerfs and ED and I'm out of the loop as far as leveling an SR scrapper now-a-days really goes.
My husband and I make duos of just about all of our characters, one of which is the aforementioned DB/SR scrapper and my Ice controller. She is currently Ice/Storm, but I am considering remaking her as Ice/Cold. I have rerolled her a few times already, so I don't want to make a mistake in rerolling her again.
Would you rather have the heal early on, the larger array of soft controls, and the -acc in Hurricane that you get with Storm? Or would you rather have the +HP/heal from Frostwork, the strong single-target debuffs, and the shields to stack with your secondary (would this be overkill after a point?) that you get with Cold?
