We can receive neutral Rep?!

As I understand it, if someone who has too low a rep tries to give you negative the system basically invalidates it.

When the rep of the person giving it is so low his/her opinion amounts to nothing.

Odd, cause I have a grey rep from someone who has the same rep as me (1 green bar)
(I know who it was cause they said who they were (it was kind of a joke))
When I was reading the rep I received, I always felt a profound sense of joy when the comment showed that the person clearly intended to give me negative rep, but they had no Rep Power and it was just a grey bit. A good third of my neg rep was greyed out.

I've got some greys, but based on their comments it doesn't seem like they were trying to negative me ("Interesting tip" or "That was funny" type stuff). Is it possible that some people can't affect rep at all, good or bad?

Perhaps they have Rep disabled?

Strangely, most of my grey reputation comes without a comment. I don't know what to make of that.

I am still not sure how they thought adding a rep system back (was stars before) to the boards was a good idea. I am yet to see it used for much more than greifing on any board I use. I run a game of about 80 people who all know each other IRL, and they still abused the rep system we had on the boards, I have seen what people will do with it who never have to face each other.
I had decided to refrain from ever using the boards again, until I was told I could turn the option off. I like it off, and still think the mods should remove it.
