What I'd like to see in the Time Capsule:
* The remains of Hero 1, fingernail marks all over the inside of the capsule door and a scribbled note on a scrap of paper reading: "I never should have trusted Nemesis to handle my hospital port coordinates!"
* The Praetorian Blue Steel.... .... .... pissedorf.
* Pohsyb... finally ready to be let out of the box.
* Elvis and Jim Morrison arguing about the existence of the Loch Ness Monster.
* Left-over turkey.
* The blue prints for the construction projects in Steel Canyon and Port Oakes with a sticky note on them reading "get these to Greg IMMEDIATELY!"
* The Complete Book Of Nemesis Plots... .... ..... Abridged.
* Several notes including: "Remember to tell Statesman the trolls have been shipping explosives just east of Atlas Park", "Note to Self: Keep an eye on Temblor... check if that rumor about someone gunning for him is true" and "Tell Positron that his entire task force can be shortened to one mission if they just go to this address first..." all in Synapse's handwriting.

I think that for the first time, Steelclaw, reading one of your lists actually has me shuddering, especially that first one.
As far as "The Complete Book of Nemesis Plots... Abridged", I don't think that would fit in the capsule. (And I did like the pohsyb reference.)

The Time Capsule will be a portal to a task force to help the Omega Team invade the Rikti Homeworld while fighting through endless hordes of new Rikti Enemies from the past in the old version of the RWZ, the Rikti Crash Site.
Battle your way on board the massive ship's hull much like a Rikti Raid encountering resistance and aid on both sides. With Hero 1 and his team with you, you're sure to succeed, correct? Let's just say it's going to be harder than it seems, even with Omega team on your side.
After cutting a swaff through the Rikti Force you'll make your way down an open air vent into the true belly of the beast. After planting bombs in routine areas you make your way to the Rikti Homeworld portal guarded by some of the most omniously powerful warriors and mental manipulators the Rikti Army had to offer.
Or maybe it's just a couple of old photos and some ziplock bags with cheese?

Basically from this page the last "official" canon entry thing to happen was NOV 07 when the Menders come into contact with the world, right after the 2nd Rikti Invasion. Or Manticore and Sister Psyche's wedding in FEB 08 if they count that as actually canon and happening then.http://cityofheroes.wikia.com/wiki/In-game_timeline Heres the timeline.
Those things actually seem to indicate that the canon is in sync with the real-world progression of time, since those things are recorded as happening when they actually happened. Just because the last canonical event occurred in 2007 or 2008, doesn't mean that time hasn't passed in the game.
Thats all i could find w/o lookin very hard and yea thats a bad example to prove my point, hehe. But the 2nd Rikti Invasion hasnt been goin on for 2 years that would be along time, for example. I'll try to find the dev post about it. It is about 2006 ingame canon time if i remember right, that list isnt canon im almost positive since its made by players anyway. It was just for reference.
