New Travel Power, Vehicles
This has been suggested before, but bears repeating. As does a Swinging travel power. Although I have NO idea how you'd do that over the water...

I have ideas for all 4 of the powers in the vihicles power pool.

Nytro: A burst or nytro comes out of the exhaust pipes of your vehicle that makes you move faster than with super speed for 3-5 seconds. Flying car: This car can fit you and three other heroes, it is not as fast as a motorcycle but it flys and can carry mutiple people. I wanted this one because I hated being left in the dust when someone uses super speed and all I have is fly, and group fly is just annoying because you can get lost and fall right into the middle of a group of high level enemies. |

For the OP - I'll be mangling your post a little to group some things.
I have ideas for all 4 of the powers in the vihicles power pool.

Some of the things that need considering, though:
1. Powers. Are you now unable to attack/buff/defend? Do you have to get on/off the motorcycle? Don't forget, some powers *require* contact with the ground to work (Stalagmites, Hot Feet (activating,) Grounded for examples.)
2. Powers, part 2 - the flying car. You're now making *four* people unable to do anything - and having had experience with group fly on some of them, even if you say "well, just ignore it and let them work normally" you're still disabling many peoples powers due to flight.
3. Powers, part 3 - If you replace powers with "vehicle attacks/defenses" (for instance,) you're likely going the same way as a Kheldian as far as slots. You'll have slots for your vehicle (speed/end typically) and now a set of slots for every power. While not a problem for some builds, for others it'd be painful.
4. Car powers - Are *all* the passengers getting something to do to deal with ambushes? Or do they just trust you've slotted acc and dam and the like? I, for one, would *hate* feeling helpless - but if I can't fly, I'm plummeting if I try to do anything.
5. END - again, plummeting to doom, as above, depending on one person's slotting.
6. Customization. (Car, specifically.) Quite likely, you'd be stuck with one "model" replacing the characters for some time. Redoing a character replacement model (see MM pets) is a different kettle of fish than just recoloring powers. ("Just." heh.)
7. Riding. We can't *ride* anything in the game. Go ahead, try to jump on a car - or the blimp in atlas. You slide off because of how the game deals with models. How does the motorcycle deal with scaling? Does your character get replaced with a generic "rider - male/female/huge" that's part of the model? Personally, I'd find that rather unsatisfying.
There *are* issues to consider.

I like the idea of a vehicle power, especially for the natural or technology-based character. I've always wondered why we would get an Arachnos or Longbow vehicle as a Veteran's Reward and not be able to use it for anything other than as an oversized base trophy.
But I would first like to see us be able to ride on top of one of the moving vehicles already in-game.
Oh, and I do have to agree with Bill on one thing... the radio is not a good use of a power.

You are thinking too complicated.
First look at this.
Flyers
They are flying vehicles. Actually vehicle travelpower is good idea. Perhaps too complicated with real cars, but not like those flyers. If you take jetpac and put it between your legs you have a jetbike. Its so easy. Just change characters graphics. There could be different styles of flyers like longbow, hitech, arachnos, nemesis, magical etc.
If some enemy attacks and destroy the vehicle, then pilot could eject and fight like normal ways. Summoning vehicle could be similar like summoning pets or just like change costume. Actually vehicle is just like a new costume with some powers. Perhaps limited to use outdoors only.
And still if the power don't fit your character, you can still take superjump or teleport etc.
edit. Perhaps with powers like this:
Summon flyer (moves like hoover)
Burst (shoots flyers machinegun or laser)
Afterburner (moves like flying)
Missile
Prunejuice is warriors drink.
Spider-Man either swings across a bridge or he hitches onto a boat. Good luck getting on a moving boat in Paragon City... you'd have a better chance with the blimp.

Of course, given that this is Paragon, the city with the greatest number of superheroes (or at least people claiming to be superheroes) per capita in the world, you'd probably be okay if you just hitched rides on other heroes with real travel powers. It might mean waiting around the docks for a while waiting for a flier or super jumper to come by, as obviously it wouldn't help to web onto a speedster or teleporter, but still, most times of the day, I think it's a valid strategy.
As an aside, this is truly amazing. I've been away for nearly a year and, apart from the skin on the board itself, the Suggestions board hasn't changed at all. I mean, there's this thread, there's the one a bit further down where PP's banging on about being able to mail yourself money... incredible. It's nice to know that, in this age of constant change, there are some constants in the universe.
I just love the mental images this typo creates. I can't decide which is best: the idea of a character activating a power that makes him move like J. Edgar Hoover (i.e., in small, mincing, suspiciously effeminate steps), or of a character flying around sitting on the back of an old-fashioned vacuum cleaner, like a sort of updated version of the classic witch on a broom. (Though I find myself picturing an Electrolux, since when I think of Hoover I think of uprights, and obviously a canister model works better for this image.)

No problem, just havin' a little fun. My wife pronounces it that way.
I'd settle for more rocket packs and non-flapping tech wings that have jet engines, though.

The two big problems about vehicles are animations and size. Every power in the game is specifically animated to key off two basic stances - combat on the ground and combat in the air. Unless the vehicles suggested allowed you to retain those stances, they have to block attacks completely, which comes with its own set of big problems. And you cannot make a vehicle (short of a flying platform) that doesn't alter your stance to RIDE the vehicle.
And then there's size. Even Longbow Chasers are too big for most locations, which is why they don't spawn in regular, indoor spawns. Having something the size of a Chaser travel around through narrow office doors and tiny caves is absurd, and limiting a travel power to outside locations only is far too limiting.

Then there's the other problem with these pools every time they are suggested - lack of an actual combat power. Every one of the current travel pools has one. Flight has Hover, Leaping has Combat Jumping, Speed has Hasten and Teleport has Teleport Foe. Because travel powers are intended to be used only for travelling, smaller, more low-profile versions of them are typically available to allow players to retain the travel effect while in combat.
You are also ignoring the fact that most of the current travel pools also have an attack in them. Flight has Air Superiority, Leaping has Jump Kick and Speed has Flurry. Yet whenever "Vehicles" pools are suggested, it's always a collection of vehicles to travel in, never any real utility.
I've long since become convinced that IF we get vehicles in City of Heroes, it won't be via a pool power, but rather a whole separate game system entirely. An argument can be made that nothing you don't carry on you can be viewed as your direct super power, so vehicles ought to be treated as possessions, rather than powers. And perhaps not the only possessions, either. If we ever get personal apartments/lairs/bases which aren't hamstrung by the need of large-scale group participation and needless rent, we could have an entire system for these kinds of possessions not necessarily limited to just vehicles.

Yes thats true. There is some interior where travel power is needed like the big cave in Eden trial. Still those flyers are too big for most caves and offices and they can block the way in WW or stores. Maybe the suggestion was not so perfect then. Sniff Well it was not so important thing anyways.
edit. I suggested weapons earlier. Theres burst and missile. But yeah, I take my suggestion back. Not because its too complicated, but that blocking way thing. It would be really annoying.
