Don't stalkers have chain type attacks?
Perhaps... is it something that was thought of for for inclusion in other AT's in some way so that when a player got a whole set of powers in a particular chain, people can see what full chains a character has (like the powerset enhancement set things seen in peoples details) or the player gets a bonus... but was abandoned but the code not removed?
My only guess.

that would explain why i never heard of it before never been on a hami raid

The dual blades have "combos" but that's not it. Interesting... ..oh, well, maybe not! 
maybe it's something they will use in GR, something like "your chain is X% evil and Y% good."

apologies for the title but me and a mate found something odd check your power info screen and look at the very bottom it should say "chain:"
(it'll be below set bonuses basically tagged onto the end of your powers)
so uuuummmmm strange no?
