Dunno when Orius or if he will post it. But Im the mate. And I saw here that in Enhanches. Chain there also. So you can enhanch chain powers? Im curious about this :P

Haven't seen one. Then again if it's related to the Hami raids, then I most likely will never encounter it. I'm not much of a raid person; which pretty much the reason was why I left WoW. It does seem harmless though ... My first reaction was chain? Lecacy chain? Ah well.
Ok some Random speculation.
Could it have something to do with the rumored expansion of level 50 and universal slots?
Random speculation:
It seems that this "Chain" only appears during Hami Raids... So maybe it's just a tag to tell which people are currently a part of the Hamidon's chain lightning attack. Maybe.

No, but you can slot enhancments, which uses the same window
