I saw the news. Zenflower is down and the Devouring Earth are returning to their old ways. But that's barely important now. Lord Mortarion, look! I just got it in the mail. It's my card. My union of scientific evil card! The papers have been signed by Grillo and Dr. Creed, and everyone! I did it! Thanks to you I did it! I'm no longer Vernon Von Grun, mere lab assistant, I am now Victor Von Grun, Mad Scientist! I couldn't have done it without you! Now, there's so much to do! I'll have to give my 2 week notice in the traditional fashion by attempting to build a killer robot or evil demi-human clone, of course, and there'll be setting up a lab. Oh, and I'll need some twisted assistants, must give back to the community. And a master plan to RULE the WORLD! But I couldn't have done it without you! There's so much to do, but thank you, Character, thank you! You've made my mad dreams of making science run amok finally come true! I'll never forget you, and the world will never forgive you!
I imagine him being the most vocally gibbering wreck in any asylum, cellataping loo roll tubes together - convinced he is building the next generation of super robot to break him out.

There's quite a cool Asylum map alright, pity they don't use it except for that Praetorian mish.
I would recon that any Asylum for holding the super powered criminally insane is probably within the Zig.
tho maybe its time the zig was closed down and a more secure facility was built

"According to our reports, you flew over the ocean to a sovereign island state, flew down to a car park and stole someone's radio. Would you like to tell us who's insane?"

Im pretty sure I havent encountered an "enemy" with technical mental illness yet.
To actually get "Locked up" in an Asylum under British Law requires a treatable mental disorder. Mental disorder can include personality disorder, but really the bulk of PD goes straight to prison.
But insane? I cant think of one case in CoX. (Im exluding non-human intelligences, cant really call them sane or insnae). The closest (human) is probably Malaise?. Probably a good thing too - it would be handled badly and probably stigmatise.
It's a comic book game, not a treatise on the law!
Heck, anyone who puts on spandex and a cape probably deserves a barred cell somewhere anyway

Im no expert on US Law, but I think its a messy mess differing in varying states. If anything however, the US is even stricter in its criteria about when you can involuntarily treat mental illness; and, contraty to hollywood spin, it is even harder to "get off" a crime due to mental disorder (and its hard enough here)

Out of all the enemies we face in City Of Heroes, we have many who are certifiably insane.
Take the Clockwork King for example. He thinks that every new hero on the block is similar to Blue Steel, the hero who crippled him.
Now, to crib from my favourite superhero universe, this would mean he'd end up in Arkham, rather than Blackgate.
So who in our universe would end up going to the asylum, rather than the Zig and why?
I reckon the Clockwork King, for the reasons listed above.
