I think it was already mentioned here and in the US forum. I noticed it after downloading Mid's latest update yesterday. Here's an example of my widow:
Fortunata Ranged Defence in PvE:
5.69% (Maneuvres)
8.13% (TT: Maneuvres)
12.20% (Mask Presence)
11.89& (Foresight)
5.00% (Ultimate Ranged Def. Bonus)
2.50% (Moderate Ranged Def. Bonus)
3.00% (Steadfast Protection)
48.40 Total

PvP has been radically changed in I13, and amongst other things enh capping (both "regular" and "set bonus" boosts) is much more extreme. While I don't know the exact levels, the numbers you quoted don't seem out of line from what I've heard.
If you're using the latest Mid's and that's giving identical figures for PvE and PvP, I'd strongly suspect there's a new toggle in there you hadn't turned on (as there would have been other posts pointing out if the new Mid's wasn't handling PvP properly! ).
It's diminishing returns.

I see they've started using trig functions for combat calculations; it can only be a matter of time before quantum mechanics comes in, and they start applying eigenfunctions to resolve hit/miss/dodged outcomes...

I'd just like to add something to the base issues - on the walls where you can't alter the height and the items float away from the wall and won't go flush (vents and such for example), other floor items such as steps wont go right up to certain walls either, again leaving a very noticeable gap.
Anyone having problems with the Firefighter or Fire Chief badges?
I've got a full blue bar on one toon for the Firefighter badge, no info on mouse over, and i know darn well that i've killed enough arsonists and fires in Steel for it.. I'm also having the same problem with the Fire Chief badge on another toon as well.
It's getting rather annoying...

Yep. I've got the same problem on the Firefighter badge.
Also can you fix the city terminals again? Theyv been offline for a good few days now and cant find any record of this being a known issue.

And when are they going to fix the location bug on one of the seer marino missions? It's been pointing to the wrong location forever.
- Recluse SF hostage still bugged.
- ITF map still madly laggy.
- One brute patron seem to have only 4 powers. Might be right tho' (think it was the Mu guy)?
- Cathedral of Pain still closed
- I never saw who it was, but I saw a level 3 guy run through the vanguard base to a door. Deffo said level 3, but I was so surprised I never got his name.
- Improved stability patch would be greatly appreciated. Crashes are a tad too frequent now.
- Do I have to mention the lag?
- Still can't solo Hamidon!
To add to the list:
* Cant remove a supergroup from your coalition list. Says that the supergroup you select isnt in your current coalition list when it is, thus unable to add new coalitions if your already full.

Indeed, although it's a matter of semantics as to whether you ever really get it back.
You're immediately charged 5% of the reserve price when you put something up for auction; if you withdraw it from sale later, that 5% isn't regained.
If the item sells, you get 10% of the sale price (which might turn out to be higher than the reserve price), less the initial 5% of reserve, deducted from what you gain.
Whether that amounts to a refund of the 5%, then deduction of the full 10%, or a single deduction of 10% less the original fee, is a bit moot (I think of it as a single deduction, as you only get the one cash entry in the chat log), but either way the result's exactly the same.

You can't, unless like me, you kept track of what you crafted... but seeing as you said you crafted 2 level 50 IOS and the bar didn't move, I'd try crafting 2 level 45 ones and see if that works or not.

It 'helps', but the items 'hover' away from teh wall. I'm worried what's going to happen to bases build this way when it is fixed...
