But that is just mean... A bit to mean possible.
My favorite when I was PvPing(yes...) was to make the Stalkers belive I could not see them and then throw a fireball right up their... Nose when they got close.
Reroll to a scrapper that has Dull pain, regen for example. So you can take the AS+follow upp.
pop bu and hope for a crit and try to land another attack. Myself use my blaster for hunting stalkers.
And yes, dont ever stop moving when stalkers are around.
Roll a fire/em blaster and try to two shoot them before they pahseshift.
You could see a stalker approaching?

Melee really is just lol in PvP, just keep moving and they won't even get a chance to hit you. Or what I do is, stand still, wait 5 seconds, Phase Shift.
Scrappers can EASILY kill Stalkers, With SR/Dark Armor or Willpower you can be at perception cap, or at least pretty damn near it. Alternatively you can go Caltrops/Webnade in Weapon's Mastery which will help you out a bit.
Or roll a Fire/ Blaster and one-shot them with Inferno provided they're not /Willpower.

Like I said, being near perception cap you'll see them at close range. BU+Crit'd Headsplitter and then Disembowel which will probably also crit should kill a Stalker.

If he doesn't have dull pain up or doesnt phase shift or heal or placate
No way to kill a stalker that knows half what he is doing. The most you can do is force a try if you have mez protection or cba to get out of the zones every now and then to get break frees. And in RV that doesn't work if the stalker has tp foe anyway so..

Besides no stalker is ever attacking without phaseshift up.
In I12 a scrapper maybe can kill a stalker, if a BS/fire crits with headsplitter with bu and FE going

Changing it back to the 3 second activation time would be a start
If anything I expect them to increase the recharge.
increase the recharge by 30 seconds minimum?
Keep the current animation and increase the rech time of the power so people can't perma phase with hibernate/phase.
In sirens, my MA/SR scrapper is 2 shotted in a split second with no warning by stalkers.
