Acc in taunt is only needed in PvP, PvE its a autohit.
Icepatch can use a 3rech/1end, would be bit more usefull.
Also get to know the IO system, LotG is favorite among ice tankers.
Freezing Touch, i would more go for the mezz then for damage, so i say 2acc/2hold/2rech. Same for block of ice, a rech rather then a damage.

The rest of the build looked from fine to great. The leadership toggles I would usually 2 end slot to keep in line with anything else togglewise but that would normally be on either a defender, controller and at a push..a stone tank but if its for PVP then i too had thought about it on a tank but a tank with TP self.

Don't go Ice Melee.
Ice Patch is great mitigation (1 or 2 Rech IO's only tbh), but I find the rest of the set lacklustre. And I've played it to 50 on Tanks and Blasters.

Some opinions about an ice/ice/ice build : choose an orientation
- [PvE cleaning] : if you choose ice circles, go on frost and ice storm to really improve your AOE damages potential
- [Total tanking] : go on though and weave, to be able to resist to most of the situations.
- [Group improving] : if you want leadership, go on vengeance instead of taking manoeuvers. Your tank 'll be able to resist to most difficulties when you 'll reach the lvl 38 : manoeuvers (3.5% slotted) is no comparaison with vengeance.
Power by power :
- Hoarfrost and Hibernate :
Hibernate is an awesome power coming 3 times faster than hoarfrost : very good to recup health in hard fights (ice patch -> taunt ranged targets -> hibernate), slott it more, with 2 heals to go back to the fight faster.
Hoarfrost is a boost +PV and not a personnal heal : slott it only with heals do be ready against AVs / Psy forget it in the regular situation (to launch before just aggroing).
- skip Glacial armor : with the damage mitigation of ice patch, no needs for this power in a PvE build especially with tactics.
- a second slow on CE
- try to have a defense against slow powers : hast or permafrost, permafrost is really cool for that and hast improve dramattically your recharge rate.

Slows are pointless as it only affects movement. Best slotting for CE is 1-2 end reds, 2 taunt duration

Just one question doesnt the majority of the energy and negativ energy power have a smashing part to them thus making the first shield protect you against them
all the electricity and radiation bar one in each set is pure energy and Dark is almost pure neg. energy unless you are content with being the occational tanker you want Glacial armor. And the buff to preception is nice as well.
I totally disagree with your use of hoarfrost it is a great heal. At least for me any power that can bring me from 40% health to way over 100% is defenetly worth having up as often as possibel. and can be classifyed a healing power. yes Hibernate is good but it isent alwasy you have the time to hide in a block of ice
i have an ice/energie tank (lvl 36 maybe) Though and weave : no damage mitigation (whirlings hands help ok), i took glacial armor but use it only against foes like ghost or arachnos.
It's a defense against a really special type of damage : with ice patch, end drain and hibernate i can't see how you could become a second tanker. For a tight PvE build i still would skip it.
For hoarfrost i personnally didn't use it once since i had hibernate (but i still have it).
After that i'm not thinking about +5/+6 tanking, you really don't need it with +2/+3 mobs (i like having also a nice damages output)
Permafrost, i took it after a tsoos mission where i couldn't chain my attacks rightly and where my taunt didn't came back enough fast.
Edit : For slow on CE it's usefull for powers like fire rain but true that it's not the most important slott.
There was no was I was going to skip Glacial Armour, I remember from my previous Ice/Ice tank on the US Servers back around Issue 5 how vital it was to have.
Hoarforst I always used to have slotted for healing because I kept it as a 'oh [censored]' button to use when there were suddenly loads more bad guys than I was expecting.
CE & Icicles were my aggro grab tools for the most part with Taunt being kept for after Blaster cuts loose with his nuke or something similar.
I tended to avoid Permafrost as, and it may have changed since the last time I played, it was always kind of lame.
I ended up throwing slots around as I was running out of things to slot to be honest, only having 4 slots per armour (1 end redux and 3 +def) leaves loads of slots. I may end up going for Frost & Ice Storm for the AoE tanking.

Yeah Ice epic is nice, overall I would of managed to Tank whole game content with your build. I think permafrost is good for special IOs being a passive but IOs are new in since last time.
I am a big fan of secondary effects so much so there is only so much damage sustainability in my builds but! Damage sustainability in PVP or PVE is great and you need varying levels of it depending on who you team with and how you play. Pls have a look at whats in my Sig.

Permafrost is the only power i would concider skip from the ice primary. And not taking Glacial Armour is just plain silly, no def against energy damage? Good luck tanking a bunch crey Paragon protector´s in a mob, they land a couple TF´s and boom, your dead....and tough and weave is very good if you are PVE based, takes the edge of the alpha hits wit the +res of S/L damage and weave makes your def very good.

glacial armor is a must have for PvP/PvE : perception !
permaforst is useful should you go pvp a lot.

and skipping glacial armor is just a big no-no. I've noticed quite a few times that glacial armor is a musthave if you tank big groups. Every bit of defense helps. And of course +perception for when ghosts try to run, or that nightwidow throws a smoke grenade at you.
Ice patch as you say is nice damage mitigation, but ice patch + glacial armor is an even nicer one. Anyway to the OP, the build looks nice. Got nothing more to add than whats already said though.. (aside from the not picking glacial armor)

I'm sure this question has been asked elsewhere but this post seemed to be a good place to bring it up. I have just hit 18 with my ice/ice and so far haven't taken taunt. CE (max taunted), Icicles (same) and the consumption power (1 taunt in it) seem to do the trick but i wondered - will I be pushing my luck if I don't get it soon? Do I even need it? The aggro tends to stick to me like glue and if it doesn't i simply crowd-hop to get it back.
Ideas/suggestions please guys
Not sure how things may have changed in recent times but back when I played on the US Servers I could tank most stuff with just CE & Icicles then Energy Absorbtion as needed.
However I still picked up Taut as its invaluable for when things do go wrong (and they will), the Auras can only Taunt so many mobs to having Taunt to fall back for when someone accidentally pulls two groups is awesome.
Long debate about taunt.
Personally, taunt enhancers are "optional" in my book, for an ice tank anyway. I bung one or two in, but would draw the line at three.
As regarding taunt. Personally, I find it invaluable, and take it on every tank, otherwise Im not a tank.
Reason? People face plant when things go wrong, not right. And taunt saves the day when things go wrong - or even better, stop them going wrong in the first place. In addition, it actually speeds up play. You spend less time running around "gathering". You jump / pull a load, and taunt the outliers.
All this for 0 End, and no extra slotting needed.
The only absolutely unequivical concensus on Taunt is that you need it for the Statesman Task Force.
