Guess what? If you upgrade your computer to something even somewhat modern, not only will you get a much MUCH better computer... CoX will look COMPLETELY different... I really should do a video comparing CoX with low graphics and CoX with high graphics (I had forgotten how nice it could look!)...

Well, part of the problem with that is that people with a lower graphics card won't be able to see the improvements in the video with high graphics.
If the game spit out 20 dollar bills people would complain that they weren't sequentially numbered. If they were sequentially numbered people would complain that they weren't random enough.

In particular, you have a single core P4 3.0G, which isn't bad... but a dual core would be better. That would require a whole new computer, really, to get.
You have 512 MB memory... I am frankly *amazed* you don't crash straight to the desktop. Just for that, the computer's a keeper for other things! But if you want to keep it, 4G of memory for it is rather cheap and would resolve one of the problems you're having... that of memory swappage to hard drive. Get two of these kits, perhaps, although one kit would give you 2GB memory, which will do wonders:

Finally the video card. Well, the problem is you have a 250W power supply, and it's likely a Dell only one. This precluded you from a LOT of video cards from that standpoint alone. Most of the video cards we'd recommend want a 500W power supply. Not many power supplies will fit a Dell due to WIRING, not mounting. They *look* the same, but you will kill a motherboard putting in a standard ATX power supply, don't do it. OCZ bought PC Power and Cooling, who made Dell compatible higher wattage power supplies... and they be rather 'spensive.
The other limitation is the AGP form factor for video card. Not many AGP cars in Nvidia to choose from... even less with the power issue. There's a few ATIs, but they have their issues, and the power thing is still limiting. Matter of fact, since I only spec NVidia and don't bother with any other vendors, I can't find anything available at newegg.com that would fit the bill, due to the power issue.
Perhaps someone will come in and recommend an ATI card, if you wanted to put up with that. Me, I think I'd be saving my pennies up for a new box. However, if you're happy with the graphics, then the memory is really going to help a lot.
Having said all that, that doesn't mean that your spiffy new internet connection isn't the problem. You said you had to swap the modem, and that's when the stuff started being a problem, right? So... sounds like a bad modem? Maybe you need to get another one? Or did I read that wrong?

Pwer supply could be a problem but eBay has many nVidia AGP cards. I paid $75 with shipping for a 6800 Ultra considered by Tom's Hardware as equal to a 7800 GS. These are the best AGP cards you can get. There is a 7850 AGP card but that might be a rumor, never seen one.

Many people consider the game unplayable with 512MB of RAM. And, in some cases, it literally is.
You'd want 2GB of RAM and a much better video card for sure. This would almost certainly mean a new power supply. It might require a new motherboard - that one can handle up to 8x AGP but no PCI-E.
So, yes, time to get a new computer.
P.S. Overall, though, that's not a bad system considering it only cost you $100. It's fine as long you don't want to game on it or run a big app like Photoshop.

I'm kinda impressed that my CoH Helper can run on that computer, nevermind the game.
It looks like computer builders are already offering free upgrades to Windows 7. It would be nice if you could hold out until Windows 7 could come installed in the first place but that's going to be a few months, I think. With the economy like it is, now is a pretty good time to buy.
You are going to need to get yourself smart on just what is good and bad out there for City of Heroes but it's well worth it. Imagine getting into missions in just 10 seconds. Imagine everything with detail like this and physics like you see in this (rather low-rez) video. And, did you know that fateweavers are shiny?
With my owning a Dell Dimension 3000, I hope I can provide some helpful advice on the Dell Dimension 4600 that you have. Mind you, I am coming at this with the assumption that the higher number of your computer over mine will mean that it is just a little bit better than what I started with.
I had started with 256mb memory and upgraded to 2gb memory. I only had the Intel Integrated Graphics to play COH and I could play it. I was at the bare minimum of graphics to play the game.
Recently, I added a GeForce FX 5200 GPU and the effect was amazing. I agree with other posts about checking to see if you have a bad modem, but upgrading the RAM and GPU will extend the usefulness of that old Dell just a little bit before you buy a new computer.
It could make the difference between buying a so-so computer now with what you can afford or buying a better computer later with time you can used to save for the better computer.
One other thing you can do is use the Service Tag number on the side of computer and register at Dell with that Service Tag and then see what upgrade parts Dell can recommend. In most cases, you can use their recommended options to buy replacement parts cheaper at Newegg.

I'm working on a 5 year old rig with a Geforce 4 mx440....so you can probably imagine. And I still run fine, with 2 gigs of ram and a duo core. Yes I can run CoH, and CoV quite well, I can even run Age of Conan and WoW(of course).

Ok so I bought my Dell from a family member whom was having a garage sale for only $100. Great deal I must say. I've been playing the game for almost a year now and altho it has had it's moments where it takes me 2 minutes to load, it does it job. The graphics may not be as great, but hey, as long as I am able to play
Anyhow, just recently I had to swap my modem with Time Warner (got Road Runner) and now with the "new" modem I am constantly mapserving. I'll load and just as I see my toon, I mapserve. Last night, I was on an AE mish and I would constantly freeze, lag, rubberband, and sometimes I would hear the slashing of my scrapper's katana sword but she wasn't moving at all. Everything just seemed to move right after the sound. I would also see other toons doing the running man! GRRRRRR...The game was working fine until recently and it's frustrating. I'm at the point where I want to throw my comp out the window.
I have posted info from Hijackthis and CohHelper below. As far as I know NVIDIA driver is updated and I just ran AVG and nothing was found. Anything else that is posted below I'm not familiar with so any help would be appreciated. Thank you
