At 39 you could throw an extra slot into Stamina for the Performance Shifter: Chance for +End proc. I've got one in my WM/Shield (also a big end hog) and it seems to help quite a bit. How do you have your attacks slotted? I would have at least 2 end reducers in each one. Nice thing about having Rage is you can give up some accuracy, but I would also give up some damage or recharge if necessary. 1 Acc/2 End Redux/1 Rech/2 Dmg worked pretty well for my SS/Dark Brute before I got into IO's for him.
The other option is to start IO'ing him out before 50 as the sets usually have good end redux built in, keeping in mind the reduced need for accuracy. You're right about the level that I start down the IO route for my characters. Lower 40's IOs are often significantly cheaper to buy and craft, with minimal differences in performance.
Mine is 40 and does fine... almost. But I frankenslotted everything for end reduction. IOs are really wonderful for that matter, and you can achieve all this for pretty cheap, by only taking parts of different sets... the cheaper ones.
Finally each attack has like 20% acc 80%+ dmg, 80%+ end red, and like 30-50% rech, toggles are 4 def/end IOs too. And it works.
You don't need alot of acc in the attacks because of rage (overpowered ?) 20% tohit bonus. So use some dmg/end, dmg/end/rech from different sets, and maybe one acc/dmg/end or acc/dmg and you're fine.
The massive end suckers are Footstomp and KO Blow, so if you want to give it a try start with those ones I'd say.
I have a SS/Shield that is 35, so far the only end problems I had was pre-20 before I got stamina. This was one of my project characters, I did every mission from every contact so far, often turning off my xp or meeting the bare requirements of the mission to complete it. I was able to buy a miracle +rec with merits at 24 I believe from all the story arc's completed. I slot sets at level 30 using level 33's so I have a lot of +recovery set bonuses that are available to me for the rest of my career and even when I exemp down to 30. So, my suggestion would be to slot sets that give you either +end or +recovery as your funds allow. If you want to change your build at 50 you still can or use the dual build feature to make a 50 build.

In short bursts SS/SD will do really well, but for long fights where you want a constant attack chain of KOB, gloom, HM, punch with footstomp, stacked rage, and hasten, you're going run out of end really fast even with massive end/+recovery IO slotting. It will also be a lot more difficult to reach soft capped defense if you go that route.
Here is a build I use for my brute and I have no end problems, unless its a long drawn out fight, but that rarely happens. It is a costly build, but thats how I normally build my characters.
Also:
The empty slot in Health, I used the Panacea Proc
The empty slot in Tough, I used the Gladiator Armor +3% Defense proc
You could totally get by without using these 2 procs, I just went overboard and used them anyway, it really make a difference

Double-slot endredux in attacks until you get IO sets.
Don't spam footstomp on small packs- it's the biggest culpret of end munching, and unless you're next-deep in mobs you don't need to be throwing it every ten seconds. If you MUST spam it, slot if for endreudux over damage until you get a set in there and let Rage + Fury do all the boosting you need. Likewise, don't burn KO Blow on weak mobs that'll die anyways to a weak attack chain- this'll also help keep Fury up, which in turn will help you kill mobs faster for less end.
Toggle management might be a dirty word around here, but it definately helps since SD's toggles don't come cheap- turn off Deflection and Battle Agility when the next pack isn't in tabbing range. (Against All Odds roots on activation, so let it keep running).
Don't be afraid to gobble blues, especially on larger teams. Inspirations drop frequently and with combining you can usually get more when you need them. Bruiting in general tought me to pay the occasional visit to the inspiration stores to refill my pockets with Blues, Greens, and Purples to let me keep going at full tilt- unlocking a contact in each zone can save you a lot of grief later when you need to fill that tray.
Meeh, whatcha gonna do?
I suggest dropping the Damage (Superior) for anything else. A plain Endurance Reduction, Force Feedback: Recharge, another damage proc... anything else.

I don't see how anything else will help me, as I don't have any end problems and FS has been doing a great job for me. I'm just curious as to why you suggest removing it and putting something in its place? Besides, losing the 10% recharge isn't something I''m looking forward to losing
Yeah, the chance for fire will allow me to keep the 10% recharge, but will yield less damage, actually a lot less.

IMO Foot Stomp deserves 6 slots. Having 2 procs in it is simply awesome (Armageddon and Force Feedback).

I'm speaking from my in game experience, the difference is there on my SS/Fire who's a damage machine. The Force Feedback proc usually goes off every 2-3 Foot Stomps which brings the recharge down to 4.5 seconds and the Armaggedon always hits atleast a few every FS which is 107 extra fire damage.
If you just sit spamming Foot Stomp in big mobs, you'll see the difference.

That's just my point, once I engage a mob, its 3 AOEs and I'm off to the next group, I am never standing still spamming footstomp.
For your SS/Fire only has 1 AOE, unless you take the AOE from the Patron, so I can see you standing there spamming footstomp and benefiting from that. I on the otherhand won't.
But I will agree it would help providing that is your only AOE.

What do you do in the 37 seconds between Shield Charges?
You only have one additional AoE and like Smurphy said you're surely not using it every mob. For the most part, you should still be using Foot Stomp whenever it's up. It's your best AoE afterall.
With the amount of damage my brute puts out, I doubt I would even see a difference in 2 procs. With a full fury bar and rage, my 3 AOEs pretty much takes care of everything

Trust me, the force feedback proc may be the most powerful single IO you can put in Footstomp. It gets better with more +recharge, but even with footstomp at a ten second recharge, you're looking at a potential increase of 50% recharge. That's equivalent to amount of recharge granted by 5 purple sets. When you get footstomp down to about 5 seconds, you can get around 90% recharge when using Footstomp as soon as it is up. Trust me, you will probably notice a difference if you use Footstomp anywhere near as much as you should.
Now, to address the end concern of SS/Shield. I recommend getting the Numina and Miracle uniques, even if they might cost a lot. Other IOs to watch out for:
Impervium Armor in Deflection, Tough, True Grit, and/or OWtS. This set adds 2.5% recovery and a 2.25 end. This is quite a lot because not only does it add recovery, it makes the recovery you have better.
Thunderstrike, Decimation, and Entropic Chaos in Hurl, Patron ranged single target. These sets either add end (thunderstrike), or add recovery.
Gift of the Ancients in any of your defensive powers. It gives 2% recovery and 1.8 end.
Also, getting the accolades is very beneficial for any Shield user. They will help by adding another 10 end, and also by giving about the same amount of hp as True Grit slotted for heal. If you have a lot of regeneration and +maxhp on your SS/Shield, you can almost eliminate Respite usage. However, if going for the accolades make a build without True Grit and get the damage badge first.

Yeah, lets focus on helping out the guy with the question...I have seen plenty of BC's builds around on Pinn...he is a more than accomplished builder in terms of his slotting....his play style dictates his builds...its preference if we are bickering over 1-2 individual IO's

Start at post 19.

Basically if you slot [for instance] three Dam/End from different sets, you get the equivalent of 2 damage, 2 endurance, in 3 slots. And you can use, in most cases, any level that's available in cheap-bag sets like Focused Smite, Detonation, Serendipity, etc.
Having frankenslotted a Spine/Dark and very nearly solved my entire endurance problem at less than 100K per slot, I suspect that you'll be able to solve most of your problems for nearly that low a price.

ok, so I got my SS/Shield up to around 37 and he is an outrageous end hog. I got stamina but that doesn't seem to help at all. I don't even have hasten, so I can already see the rage crash and the hasten crash making it even more of a pain in the [censored].
I normally tend not to IO my characters until I hit 50. I like to get to 50, then use a respec and spec the powers and slots I want for 50, then IO him all out in one swoop. So, without IO's, is there a way to make him not eat the entire blue bar before one fight even half over?
