Overall I'd say Shields. Great set by the numbers, looks good with plenty of customization, and shield charge makes me happy in my pants.
Dual Blades is a close second, and Dual Pistols gets a high ranking for looks but performance wise is a little on the 'meh' side. -
That's actually been fixed. It will still chain if a proc goes off on the initial target and has a chance to proc again on each target the chain hits.

Since I was curious how one would look put together, I went ahead and did so. Here is what I got - soft capped defenses but I have no idea what kind of budget for IO's you have, so there are no purples and no exorbitantly expensive regular IO's like LotG +Rech or Numina uniques. Thats not to say the build is necessary cheap however, since the Touch of Death sets are pricey and individual pieces of the other sets will set you back a chunk of change.
I also built it how I would level up with it. I don't find a need for Cobra Strike myself, but if you solo a bunch it can help out. You could swap that for Thunder Strike and put in a full set of Stupefy - you'll only lose 0.5% ranged defense and pick up another 6.25% rech to boot.
The APP was chosen to reflect the amount of toggles you have to run with this, along with its minimal slotting requirements.

I have one at 30 and it's a fun combo. I did skip the melée attacks to this point (blasphemy on an EM blaster, but I'll be taking TF though). I mainly wanted to try out the DP attacks and have that the central focus of the character, so have taken all of those plus build up and power boost. I don't find endurance usage to be unmanageable, but conserve power would be nice to have.
I'm just not sure what you would drop in DP to pick up some of the melée attacks (taking into account travel, hasten, and aid self). -
I'll hit 75 months at the end of this month. I did take the majority of the last year off (but kept the sub active - do I still qualify?). For me its a little bit of everything. Game play is still enjoyable (combat system, travel powers), content/missions have only gotten better, new systems have been great (IO's, market, AE). Something else that I never fully appreciated until I spent the last year in another game is the costume creator. Abstractly I knew its was the best out there, but since returning with all the additions, its mind boggling what you can do with your character.
I've made some good friends here as well, having joined my SG over five years ago. We even branched out and all play the other game once a week. I really enjoying hanging out with the group, even if its just BS'ing in chat while we all run different stuff on our own. -
Just 3 recharge is all I use. A fourth for the Steadfast unique isn't a bad idea either. The defense values are so high (waaay above softcap) that adding Def IO's is overkill.

Here's mine for another example. A little cheaper with no purples, but still not exactly "cheap". Human is mainly just for buffs, or for the occasional opener with Grav Emanation or Grav Well. Unchain Essence and Quasar are slotted as such since I'll only use them after a good Mire (or two). I've found Stamina to be useful when soloing and your Stygian circle may only have one or two bodies around, but its not difficult to do without. The last two powers are just fillers.

Good for AV fights too, since most are all but immune to KB just whip it out and let it go (oh, that sounds..uh..yeah). Small ticks of damage but they add up nicely.Just wondering, I'm rocking a Plant/Thorns in slot crunch in the 40s, may have to sacrifice getting travel power to fit everything in, just wondering if Waterspout's any good. Already took Bile Spray, of course getting the shield, and Hibernate looks like a good Oh Frell! panic button.

Below is my final build for my WM/SD that hit 50 a couple weeks ago. The only things I did differently on leveling up was putting off Battle Agility in favor of Bash to fill out an attack chain. Leveling was fine until the low 20's when I started getting eaten up by ranged damage, so when I picked up Shatter at 26 I respec'd out of Bash for Battle Agility. In retrospect I would put off True Grit and respec it back in for Bash.

Would I benifit that much more by replacing them with 2 accuracy instead (for a total of 3 accuracy). I haven't noticed much of a problem with accuracy but then again I've only had 1 in place this whole time.
2. Fire Breath: Once I found out about cone effects being merged with range enhancements I put 1 in Fire Breath and loved it. So, I put another 1 in there and have liked the added distance as well. However, would I be better suited changed 1 out for another accuracy?
3. Fire Imps: Does the 1 accuracy actually help? If so, should I put more in or is it good with just 1?
4. Health: Does health benefit enough as is with only 1 slot or should I put more in? The difference didn't seem like much but again, I only know so much about the overall picture.
5. Patron Pool Powers: They didn't impress me but I haven't tried any so I'm only skipping them based on what I've read. This is a theme character and none of the patron powers impressed me on what they do and how they would fit into the concept. Any thoughs for a conceptual fire / fire dom?
6. Teleportation: These were chosen at the end as a lack of anything better to choose plus I guess it helps in PvP, which I don't do a lot of but things could change. Even in PvE I like the idea of pulling a single foe out of a crowd, quickly jumping to safety in a pinch, and helping teammates out with a quick port to a mission door. Any suggestions on anything better for my last 3 powers?

2. I usually go with 2 accuracies on most attacks, but this is more a judgement call for you. If you really only fight even level and +1s, you'll probably be fine with just the single Acc slot. Anything higher and I would add a second (but a third is overkill).
3. Fire Imps only have one attack that also has a 20% accuracy bonus, so yes the one helps but no you don't need any more.
4. Health on Dom is nice to reduce down time a bit, but I certainly wouldn't slot it any heavier unless its for IO sets or mulitple uniques such as Numina +Regen/+Recover, Miracle +Recovery, or Regen Tissue +Regen.
5. Looks like this one you already have taken care of, Soul Mastery is a good set to take for a Fire/Fire (same one I have on mine, Fiery Embrace+Soul Drain is sweet).
6. Not a huge fan of Teleport outside of concept reasons, and I'm not well versed enough in PvP to comment one way or another, but as a guess they'd be more useful than Soul Mastery in PvP so I think keeping them to your second build is a good idea. -

I have both a Claws Scrapper and DB Brute at 50, the Claws being more recent. I like the animations of DB better, but I agree with a poster above who said its like a 9.8 vs a 9.7. I think they probably perform similarly in terms of numbers, so try em both and see which animations you like better.
I do think DB's customizable options are a little better than Claws, if that makes any difference for you. Here is the Wiki page so you can see what the different options are. -
Here is my almost completed build, 48.5 right now. This build is relatively cheap except for the Touch of Death sets and the one Obliteration set which can be costly villain side unless you're patient (which I'm not). Oh and the Numina unique in Health isn't cheap at all, but I managed to get lucky on a merit roll. Leveling up I did have Bash as an attack as well (no Hasten), but respec'd into this in the late twenties after picking up Shatter.

I have a WM/Shield Brute at 48 with all the attacks except Bash (which I respec'd out of in the late 20's). Shatter definitely looks cool, its a slower over the head move that brings the hammer down in a big thud. Same animation as Broadsword's Headsplitter if you've ever seen that. Narrow cone attack with a target cap of 5. Shield Charge is pure awesomesauce. Not a lot to the animation, you do a small windup and teleport a short range. Huge aoe radius with very nice damage. Shield Charge has become one of my new favorite attacks in the game.
Crowd Control is another good one. Animation isn't really anything special, you just swing the mace in an arc in front of your from left to right, but it has a 180 degree cone and knockdown -
At 39 you could throw an extra slot into Stamina for the Performance Shifter: Chance for +End proc. I've got one in my WM/Shield (also a big end hog) and it seems to help quite a bit. How do you have your attacks slotted? I would have at least 2 end reducers in each one. Nice thing about having Rage is you can give up some accuracy, but I would also give up some damage or recharge if necessary. 1 Acc/2 End Redux/1 Rech/2 Dmg worked pretty well for my SS/Dark Brute before I got into IO's for him.
The other option is to start IO'ing him out before 50 as the sets usually have good end redux built in, keeping in mind the reduced need for accuracy. You're right about the level that I start down the IO route for my characters. Lower 40's IOs are often significantly cheaper to buy and craft, with minimal differences in performance. -
I'm also going to say it depends a bit on my mood. My WM/Shield Brute I've been playing is a honking good time, what with the pure sexeh that is Shield Charge and all the customizable options for both sets. I've always been a fan of Fire Control and the cute and cuddly flaming monkeys of death and destruction. Mind Control is another because of all the options in the set. Martial Arts, while not necessarily being the best melee set in terms of numbers, is without a doubt one of the best looking sets. Same goes for Dual Blades.
Yeah, I can't pick just one. All depends on how I feel like carrying out my heroic or villainous deeds on a particular day. -

But as I told someone else recently, I regard IO's as totally optional. Because I dont have the inclination or where with all to bother with io's I don't actively pursue sets on any of my characters, nor do I spend a lot of time farming. My viewpoint is I should get something for nothing in every aspect of life or gaming therefore a bit congruent with the casual player mentality these wonderful changes were directed at!! So when I have someone (understandably) upset about the performance of their IO'd out to the gills character that did far better damage and didnt feel clunky telling me the increased damage I am obviously doing even though it was less damage than people who actually put an effort into their builds were doing prerevamp , I get cranky.
But back on topic: I love my lvl 30 dom!

Also three level 50 Doms here, two of which are perma with a third being fully IO'd out for other set bonuses. Another in the low forties and two more in the late 20's. All are different primaries and secondaries (except Mind, which is duplicated once), and ALL of them are performing better post changes. But I guess we're just deluding ourselves eh? -
Here is the build for my SS/Dark. Relatively end friendly, but I do sometimes have issues with Rage crash if I'm not paying attention. The Numina unique I just added a couple days ago after a lucky merit roll, so the "relatively end friendly" statement isn't even inlcuding that if you're worried about keeping costs down. I use this build on my personal farm and its pretty effective. Rage will allow you to give up some accuracy in the attacks in favor of more end reduction. The resist numbers aren't anything to write home about, but Oppressive Gloom is an amazing damage mitigation power with only the base slot and Dark Regen recharges in 10 seconds (using about 18 end).

My WM/Shield Brute stalled and dragged from around 15-24ish. I'd play him for an hour or two and give up, come back a few days later and repeat. Kinda squishy, endurance hog, I wasn't terribly impressed. This was all while I had a couple costumes and themes I really liked. Then he duo'd with my second account's Kin for speed boost and suddenly no more end issues made things so much better. Once he got into the 30's it was getting much easier to solo and the Kin was no longer needed, and when he picked up Shield Charge it was all over for me. I was hooked. He's now 46 and will be 50 in a few days I suspect, already just about softcapped.
Now not everyone will have a pocket Kin around to make endurance issues go away, but if you're struggling try teaming heavily through the teens and twenties to speed up the process. Once you get into the 30's things will begin taking shape a little better and you'll get Shield Charge which is teh sexeh. -

Lord knows I love my MA/SR Scrapper. He was my first 50 way back in the day, is softcapped, and is nigh unkillable. But, with the advent of Shields would there be a reason to take SR instead, outside of cost to softcap, or if you run ITFs daily (better def debuff protection in SR)?
Certainly there would be concept reasons, or if you want to play Claws, Katana, or Dual Blades. But generally speaking both mature pretty late, both require most if not all of the set to be taken, both are pretty end intensive, while Shield gets some moderate resists and +HP. Not to mention Shield Charge is the sexiest thing ever.
Now the casual player probably doesn't even think about cost to softcap and such, so a more likely reason why you don't see them is Willpower and Shields still being the new(er) shiney. -
My Warmace/Shield Brute will be 50 soon, and as I thoroughly enjoy Shield Charge I thought I'd do it again. My highest Tank is lvl4, so I thought that after nearly 5 years I'd give a Tank a serious go. I also have a SS Brute at 50 so I'm familiar with both sets, and I'm pretty happy with the proposed build below but just wanted some second opinions. He's softcapped except for AoE which is a hair short, and the build is relatively cheap. Only thing I question is leaving out Punch. This is all PvE, not really any farming per say, just your standard everyday stuff like TFs and missions. Probably 50/50 teamed/solo. Thanks all.

Definitely a little disappointed about the lack of customization for Khelds, but there is so much cool stuff in this new issue its hard to get too upset.
I am curious as to the reasoning behind it though.
