you should probably roll them to lvl 36 and then decide
lvl 9 and 10 isnt high and you cant judge a set by that lvl
just wait till u get shield charge
It doesnt really depart from Super Reflexes or Willpower or most other sets until Shield Charge at level 35. That is fun.
Before then you have the extra fun of choosing a shield at the tailors.
Turn on your toggles, take less damage and go use your primary.

What am I missing? Is it more fun in the late game?

Actually no, you're not alone.
I felt this way for quite awhile. I rolled my Saint October right when /SD launches and, while I liked the cosmetics of the set, I couldn't get into it either. That character stalled hard at level 40. It wasn't until the last X2 XP weekend that I managed to get him to 50. Once I started kitting him out things got more exciting, now he's one of my most favorite characters.
I don't really have an explanation for it. I guess just having another defensive based toon wasn't very fun for me until he could really go out and excel.
Actually, maybe I do have an explanation. When he reached 50 I also hit upon a costume I liked and a new name and theme. I changed everything about him visually. Concept goes a long way with me. Perhaps that coupled with his badassery was what changed my mind.

I'm in the same boat. Despite never roleplaying, I've found characters I can't get into can suddenly become very fun with a costume and theme change, without any build change.

Dark/Shield Build Thread
Shields has an extreme sort of binary thing going on in my perception. I consider the set kind of "meh" without IO investment, but godly with it. SR has this aspect too, but Shields swings further in the "godly" direction with IOs than Shields does, basically because of AAO and Shield Charge.

I first rolled a BS Shield scrap and could not enjoy the set at all. I then deleted and rolled a DM Shield brute. Still didn't really enjoy it.. until I hit 47 and began planning out his build. It cost a lot but a soft capped /sd is so nice. I absolutely love him now and use him for almost all my itfs, rsfs and lgtfs.
I don't understand how any of the scrapper secondaries can have a "feel" at that low of a level. You only have access to up to 4 of the powers?????
If anything /Shield has the most well rounded low end game. You get Mezz protection, +hp, +res to all types of dmg (except psi), and Def to all positions..... all by lvl 10. All of the other sets have either no Mezz protection or key powers missing until lvl 16 or so.
/Shield starts to feel different at the same point as most of the other sets...... Lvl 16 when powers like RttC, Dark Regen, AAO, Integration, Unyeilding become available to the secondaries.
Wait until you get AAO and Shield Charge then let us know how you feel about the set.
Level 50s: to many to remember at this point
My WM/Shield Brute stalled and dragged from around 15-24ish. I'd play him for an hour or two and give up, come back a few days later and repeat. Kinda squishy, endurance hog, I wasn't terribly impressed. This was all while I had a couple costumes and themes I really liked. Then he duo'd with my second account's Kin for speed boost and suddenly no more end issues made things so much better. Once he got into the 30's it was getting much easier to solo and the Kin was no longer needed, and when he picked up Shield Charge it was all over for me. I was hooked. He's now 46 and will be 50 in a few days I suspect, already just about softcapped.
Now not everyone will have a pocket Kin around to make endurance issues go away, but if you're struggling try teaming heavily through the teens and twenties to speed up the process. Once you get into the 30's things will begin taking shape a little better and you'll get Shield Charge which is teh sexeh.

Shield for scrappers is all about lvl 35!
I don't even use Shield charge as a rush into battle attack, I run into battle, let AAO buff me up, then Shield Charge and Dragontail the enemies.
That said, you're problem might just be, that you're low level.
If I could figure a way for my namesake being a /Shield Scrapper, I'd roll her up as a /Shield scrapper.
Now as I give it this glowing review, I fully admit, I hated the idea of shields being put in the game. Now I just hate the idea of WoW style characters with Shields.
To me that says alot about the set. It's a great set. With the different animations, even better. *huggles Energy SHield*
Now only if they'd make a Energy Broadsword skin (and might as well throw one into Katana and Dual Blades >.> ) to match Energy Shield.

Name, costume and concept are important to me. Kind of sadly so, since that conflicts with my powergamer nature. My Katana/Dark Melee is stalled out because name, costume and concept were generic. I wanted to get it started because I was looking forward to what it could be at 50 with a ton of influence spent, but then there's this whole game you have to play to get there, which isn't as fun when you have no attachment to the character.
So yeah, strange suggestion I suppose, and one you've already taken, but fiddle with costume and concept.
And yeah, Shield Charge. I couldn't figure out why everyone loved it. It's just an AoE. But I love it. I still don't know why, but I <3 Shield Charge.

Well Werner you're primarily a soloist (from what I've read from your posts), ppl love SC because AoE is king in teaming. Hence the love for Brutes Elec/SD despite elec melee being such a weak ST set. Hell most people in the game would love if they could roll a Spines/SD AoE machine.
In my completely subjective opinion... People love Shield Charge for a few reasons...
First, it is perhaps the most visually dynamic power that you'll see on a Scrapper. You click the power and your character crouches back a moment then... BAM! You blur into pure kinetic energy that crosses the gap in an instant and explodes in a burst that blows the spawn apart, knocking them off their feet and clearing the immediate area around you. For me, that animation has the whole "comic book super-hero" vibe to it nailed down cold. With other AoEs, you spin around in place, stomp the ground, clap your hands, etc. With this one, it's a dynamic whole-body motion that just conveys boundless energy and focused intensity.
The other aspect that I think people love is that it's also movement and an attack. It has a tactical element missing from other powers... For example, my Shield/WM Tank often will use Shield Charge to burst out of one cluster of foes into another... The residual taunt effect from AAO on the old group combines with Gauntlet and the threat generated in the new group, essentially pulling them together without stopping to move between one group and another. The analog with Scrappers would be to move between packed groups to maximize the boost from AAO and also to ensure sufficient targets in range for your attacks.
It's a great power, and one that I also was very "meh" about until I took it and experienced it first hand. Since then, it's been at the top of my AoE power list for "fun factor". Which is funny, since its in the Scrapper [u]Secondaries[u].
But like I said, that's just my point of view...

Lol, well I didn't know about the soft cap until I got an /SD to 50. Now I have 3 50 /SDs. And just like everyone else says.. <3 Shield Charge.
Hate to tell ya, but it is really hard to judge any AT powersets by level 10. Keep at it and you'll know if you really enjoy the set or not.

The same thing happened with me. I got an acendant shield, and went to the tailor. I ended up getting a whole new costume and theme that increased my fun quite a bit.
I was extremely happy with my character concept from the very beginning. It was something I had wanted to make for a very long time.

I have a SM/SD brute I wish for once I rolled a SD/SM Tank...I love Redside but...I don't think I can wait for the awesomeness of shield! It barely killed me when i had to wait for Powersink on /Elec!
For me, it was almost purely a concept thing. I had a BS/WP scrapper that I liked, but didn't love, and she'd stalled around level 16. When /SD came out, it fit her concept much better, so I re-rolled her as a BS/SD, and it was pure love from there to 50. AAO and Shield Charge are great powers, and they're not just for teams... I mostly solo... but I loved the toon before I ever leveled up to where I could use those powers. The toon was just pure fun for me from level 1.
But other /SD toons I've started haven't managed to keep my interest. I've rolled both a FM/SD and a DM/SD, and neither of them is past level 20. It has nothing to do with how 'good' they are, they're all scrappers, of course they're good. But for some reason, the only one that really clicked for me was the BS/SD.
It may not have anything to do with /SD... sometimes, a character just clicks. I dunno. Ymmv.
