The hole set is really L-Rod IMO, other powers are OK but L-Rod is what makes the set.

Well it sucks it is just a little better then Spines at 103. Well that is what Billz as it at with just common IOs.

I think it could be a decent build. It'll take some patience, though.
I see 3 ST attacks. one late power thats skipable. one of the ST attacks hits multi targets. (I know that sounds strange.) 3 aoe attacks. one is a small cone, one is semi sick, and the other outright sick. Unlike eletric armor. electic melee might be worth it. That is if we get the brute set.

Lighting rod looks to be the exact same base stats as shield charge on brutes it is also a pesudo pet like shield charge that is about all i know about it never played it.
Also I am going to find a way to solo an av with a elec/shield die a lot trying

So I'm assuming it'll be blue electricity (just like everything shared by CoH and CoV is blue and red, respectively). That is, until I make it WHITE LIGHTING!
I'm very very excited for Electric Melee. It's the one set I wanted for Scrappers for awhile (besides Superstrength, why wouldn't I want that!?). I was going to make an Elec/Invul Brute to switch over, but now I don't have to and I can have my secondary that I truly wanted! I can't wait to bring my Elec/Regen Scrapper into PvP. Might even strip my purped out the wazoo Fire/Regen to put him there.
The electric melee brutes and Stalkers get is pure, unmitigated garbage, one of the worst, most underperforming sets those ATs have, and I expect the same to hold true for scrappers.
We'd have been much better off getting either Axe or Mace in terms of performance. SS would be a dream come true.

Why? So you can get wtfpwned every time you turn around? The melee AT version of ElM is horrific for ST damage, just about the worst there is. No burst, no ST chain, no nothing. It's average in AoE, so if you really like the set you can make a passable farmer with it, but forget AVs and don't even think about trying to kill other players with it.

Spines had some very specific advantages in PvP: Range, Toxic damage, immobilization, slows. Electric Melee does not have these advantages.

Um, not sure where your getting this, but Electric Melee for Stalkers is FAR from underperorming. It ranks right under Dark Melee for damage and is probably one of the best sets you can have as a stalker.
As a Scrapper, I imagine Elec will be a decent middle of the road set, probably behind spines and fire in AoE.

Sorry Bench but it doesn't lag 'just under' dark melee for ST damage. Stalker Elec's saving grace is Assassin's Shock. Comparing to other sets it still is underperforming in ST damage. It's WAY below DM and EM to say the least.
Seriously, having played an ElM Brute to 50, the ST damage is abysmal. I was sapping bosses before I killed them (and my secondary wasn't ElA). With a whole lotta fury.
Add a tier 9 that can't be used in a regular attack chain, as awesome as it is (L. Rod) and you find yourself lacking in ST.
The good news is that the set is a solid AoE performer, I <3 Thunderstrike and Chain Induction on my Brute and of course L. Rod. With those three I'd say it probably edges out Fire Melee in AoE. Spines, I have no idea since they have Quills.
I guess the real question is if Lightning Rod will allow criticals? I've heard that Shield Charge doesn't allow criticals so for a contemplated Ela/Shield that will be something to really consider.
I agree it is abysmal on Brutes, I've tried several times and couldn't stand it. Stalker side it's a different animal though. I would rank it between Dark and EM (mainly because of EM's animation nerfs)- mainly because of LR. The simple fact that LR doesn't break Hide allows me to LR into the middle of a group and pop off Thunderstrike (thereby getting 100% ST crit) or an AS before they get up. That is a HUGE benefit to single target damage for a Stalker. Ad in the quick animations and recharges on CB, HP and CI combined with the Stalker's increased Crit chance and it cranks out more ST than people think.
On Scrappers Spines is still king in AoE and I would still rank Fire slightly higher simply because of the extra DoT damage.
