There are still at least a dozen APP/PPP's that have 4 powers, while others have 5. When do we get more? I believe I heard a dev say that they would add more to the 4-powered APP/PPP, but when?

See...the original plan wasn't to increase the epic pools to five powers. The devs wanted to keep the pools at four powers each. They were going to replace powers in the pools with new ones.
Why? Well, they apparently did datamining and concluded that some pools were better than others, some powers were unpopular and should be replaced with 'better' ones, etc.
A lot of players were very unhappy with that decision... especially folks who actually liked some of the powers they were taking away.
The devs realised that we really didn't like the idea, so changed their plans. Instead of removing stuff from the pools and replacing 'em with new stuff, they just added the new stuff in as additional options.
So the situation we have now is actually a compromise, not what the developers originally planned. As such, I doubt they've placed a high priority in expanding the remaining pools. It may still happen, but I figure it's low on their to-do list.
Remember, the power changes were supposed to benefit pools that weren't as good for whatever reason. That means the ones they didn't change are okay.

How was Electric Mastery for Blasters not as good?!?
If I recall correctly they were going to remove the (awesome) hold and give us Surge of Power. Probably because their datamining suggested that not many people took the hold.
Why they would remove the hold instead of EMP is beyond me though.

Actually, they wanted to remove EMP for Surge of Power (tier 4 for tier 4) because many Blasters that took Elec Mastery never bothered to take EMP. For all of those sets, they simply datamined for rarely taken powers and looked into replacing those with more meaningful and desirable powers to make the APPs and PPPs themselves more palatable for more players (especially the number monkeys among us).

SOME of the APP and PPP pools got a 5th power...about 6 MONTHS ago. Just thought I'd bring this up! COld mastery for blasters got hoarfrost. When is Force Mastery going to get dull pain? When is flame mastery going to get Healing flames? There are still at least a dozen APP/PPP's that have 4 powers, while others have 5. When do we get more?
