LOL because I feel the same way. I think a problem is that a lot of people have no taste and they have no artistic sense of rightness when going through the CC.
What makes me burn with hatred is women wearing Angelic or a bikini, top & bottom, with either spike heels or bare feet.... and they have a Crab Spider backpack hanging off their back. There is not a single case where this does not look effing ridiculous, yet one sees it literally around every corner. I think another problem is that some enjoy doing stuff they're not supposed to do, like mixing bikinis and CS backpacks; they do it BECAUSE it looks stupid.

Even worse has been the trend toward manly size 17 feet on the ladies over the past couple years. So many otherwise nice looking foot/boot options have been rendered unusable because they are so huge.

Well, there are always the people doing stupid stuff on purpose, but a lot of what I've seen seems to be a genuine attempt at coolness, which backfires very badly. And it's not that either part looks bad on its own, mind you. You can take a perfectly good upper body, stick it on a perfectly good lower body and STILL end up with utter garbage. That's the reason Random is at the same time always ingenious and always retarded. It gives you a collection of really cool ideas, but it stables them together in a way that does NOT go at all.
It just seems that if people are going to make a mistake somewhere, nine times out of ten it will be picking the wrong legs. Female characters seem to suffer the most, as miniskirts an high heels seem to sprout on everybody, whether they actually go with the rest of the costume or not. Men, on the other hand, seem to get awkward pants and leather boots when they make no sense, like on a dude in power armour, and yet NOT get pants when they should, like with a suit jacket or when making street clothes. Monster legs litter character for no reason whatsoever, and even more often monsters end up with bare or hairy feet. To a point, I can see that the engine would be the limitations here, as monster feet are ALWAYS bare, but that still doesn't mean they have to have hairy upper legs to go with them.
In many ways, I think everyone should try a thought experiment: remove any belts you may have put on your characters and try to design a costume that flows from top to bottom continuously. I used to struggle with the concept a lot, but I've found that doing that gives a much fuller picture of what a whole model looks like, because having a belt there sort of makes a person only design above or below the belt, never both at the same time.
And yes - half-naked women in high heels will never go away, no matter how much we may wish for it

Argh! Don't remind me! The bare feet are a relic from almost 10 years ago now, as they are among the original pieces the game has always had. They're a texture for the Flat boots, which in turn look a lot like the bare feet Lara Croft had in Tomb Raider 2. You're right that the Stealth and ExoProto boots look a lot like bare feet in fancy socks, and I too am confounded as to why this hasn't been instituted for ACTUAL bare feet to replace the abominations we have to use today.
And as someone else said, I've always wanted to see shoes given as an extra option in addition to feet. Knee-high boots are good and all, but they are VERY limiting. The one option we have for sneakers just isn't anywhere near enough.

You can "cheat" and recolor work boots and wear them under pants, but that doesn't work for all kinds of shoes. The leather boots under pants works great for a more high class shoe. But yeah, beyond that, I've got nothing :P

Under pants, yes. There are a few boot types that make excellent shoes like that. Last time I used the Cowboy Boots to simulate fancy pointed men's dress shoes
They're terrible at simulating shoes on a tights leg, though, and sometimes you just want your characters to wear shorts, skirts or, yes, even just briefs. I mean, if we could have REAL tattoos that didn't get disabled with any costume option that showed any skin, bare legs with shoes instead of boots would be perfect.

What's the matter with half-naked chicks in high heels? But you know... if there was a decent shoe or boot for women that didn't look clunky... the stilleto without the insane, if pretty, heel would be great, or the cowboy boot shoe portion with the smooth top... then I wouldn't use the high heels as much as I do. The other boots just don't look... right. Maybe I'm one of those you hate ST. Like my father used to say "If I was stupid... would I know it?" A thought to make you go hmmm...

On a barely-related note that this somehow reminded me of (like seriously barely related), I'd love it if Ties were an option for all upper body costume sets, not just jackets. I have a character who really should have the whole bikini + oversized tie look going on. Because it's hilarious.
.. Yeah, anyway, I agree that people can't make legs. I sure as hell can't when I'm drawing, though in CoH my characters' lower bodies don't look abominably boring. Still, more lower-body options would be soooo soooo nice. Doodads, man. We need more doodads.
I wouldn't mind more leg options, either. When it comes to costume pieces in general, the more the merrier.
That said, I'd like to see a real thigh-high sock option for my Willpower/War Mace Tanker Motoko Michi. Right now she has thigh-high boots, but it's still not quite the proper Thigh-socks and miniskirt look I'm going for.

Suits are almost impossible to do right in this game, because there are neither any pants, nor any skirts, that match the expletive-deleted jackets.
Men and Huge get two pair of even vaguely comparable pants: Pants and Suit Pants. The Suit Pants still don't match any of the jackets in texture, but worse than that, they're a style of cuffed pants that I haven't seen on an actual guy since the late 1970s. So I end up making do with Pants, which are close enough in texture to the jacket, but the patch pockets on the back and the slant pockets on the flat front mark them unambiguously as jeans. At a bare minimum, it would be nice to have a pair of slacks with the same texture as the suit jackets, plain hems, vertical slash front pockets at the side seam, and horizontal slash pockets in the back. Those would actually go with suit pants.
In addition to the same completely unsuitable pants, women get three lengths of skirt (mini, full, and pencil) in five styles: two patterns of pleated skirts, which nobody wears with suit jackets and never did, one leather skirt (even worse), one bridal skirt if you pay extra (with fancy trim that would look stupid with a suit) and one in shiny fabric that matches tights just fine, but looks stupid with the jacket. At the very least, it'd be nice to have one more texture for the mini, full, and pencil skirts that was called Suit, with the same texture as the jackets.
And yeah, pantyhose are a problem, less because of the texture than because of the limited color pattern. You can replicate pantyhose just fine with tights with the Bikini 2 pattern ... as long as you're comfortable with a shade of tan or taupe way darker than anyone has worn since the early 1980s. But this problem probably isn't going away short of a total revamp of the costume creator, because it would require adding colors to the color palette, and I don't foresee that happening any time soon.

I knew what Bad was referring to because I've seen her post about it in the past, so that comment may have been a bit out of context. There is this phenomenon with people making characters as naked as possible, like Bra/Eden top with Bikini/Thong bottom and those open Strappy shoes (because women in porn films always wear their shoes, I guess), giving them gigantic, backbreaking racks and calling them things like Dirty HO or Miss Breasts or Naked Female or some such nonsense. Then you can almost feel them snickering to themselves on the other side of the Internet. That's pretty much what the context of that was.
I maintain that there is no concept, look or theme that cannot be made well if the person making it actually TRIED. That's my beef with "half-naked women in high heels" - most people just slap them together to streak other people. That's also my problem with "people can't make legs" - to the best of my observation, it doesn't look like people even tried to match top to bottom or, in many cases, even tried to make a bottom that wasn't horrible.

While I can agree with you that more leg options would be great to have, parts of several of your posts have been bothering me - those parts where it seems you are saying that a costume must have a single theme on both top & bottom. Is that your aesthetic? Because it isn't necessarily mine.
Caveat: My comments are all regarding Female costume options, I rarely make Male or Huge alts and can't comment on them.
Some of my alts costumes call for armor on the top with a short skirt & stiletto heels (the heels mainly because both the platform & flat heels cut off the leg and make it look shorter). I like the longer leg (I use the sliders all the way up on Legs, even for my short alts) - to me, it fits my own personal picture of how a superheroine looks based on the comics I enjoyed as a child (and still do enjoy), even though those comic superheroines rarely wore stilettos (with a few exceptions).
Some of the newer Heels options are downright oogly (Bridal, Witch, probably others) because they make the foot overly large and also appear to make them turn in for a slightly pigeon-toed look. I like the textures better, but I can't always bring myself to use them because of these appearance issues.
I also frequently mix & match the patterns for the various "Tops with Skin" and "Bottoms" with skin. Some of the Bottoms are (again) ugly. Some of the Tops don't even have a corresponding Bottom. Sometimes, a "Top with Skin" costume looks good with a skirt or regular shorts - BUT that needs a belt to divide them because (as you implied) the pieces don't flow together well, You seem to be saying that should be a big "no-no", that dividing Top from Bottom violates some aesthetic rule. Not in my book, sorry.
What I would like to see is some work done on better matching colors and textures between Tops & Bottoms. I hate to see the dividing line that is sometime present where the two meet, even using the same named costume pieces (Tights is actually an example of my pet peeve). If I can see where the Top & Bottom meet as a line across the body, you can bet I'm going to throw a belt across that line to hide it.
So while I can agree that more Bottom options would be nice, I can't agree that mixing what we have is some sort of costuming sin, nor that the "overuse" of Stiletto Heels means that costumes are lacking somehow.

I tend to not use a ton of extra costume options on the top half, so when I use plain pants or tights on the bottom half they match pretty well. I rely more on colors and patterns to design, I suppose.
