AT/Powerset combination with best Endurance?
Dark Melee/Willpower or Regeneration Scrapper or Tanker - Dark Melee has Dark Consumption, which is a PBAoE damage power that restores endurance and Willpower/Regen has Quick Recovery which combined with Fitness Stamina is a lot of recovery.
That's the best that I can think of off the top of my head. You could go with Dark Melee/Fiery Armor Scrapper/Tank for two PBAoE endurance recovery powers. Energy Drain/Power Sink alone are amazing endurance recovery powers since they are auto-hit. Tanks and Scrappers can get Conserver Power as an APP power. There are a lot of options, really.
50s: Anaxagoras - En/En/For Blaster, Vicious Kittie - Claws/SR Scrapper, Rad. Therapy - Emp/Rad/For Defender, Anaximander - En/En/Mu Brute, Marble Vanguard - Stone/EM Tanker
Current: Vitriolic - 42 Bots/Poison MM, Aseity - 38 DB/WP Scrapper, Tai Shar - 42 Earth/Storm
DM/Energy or DM/Elec would actually be better than any other combination. Power Sink and Energy Drain both provide better end/sec than QR. Tack on Stamina to Dark Consumption and either of those two and you'll be drenched in endurance. Of course, you probably don't need Stamina if you've already got 2 endurance recovery powers.
Warshades are pretty damn good. Stygian Circle is pure win.
Brute is actually pretty endurance light if you know how to manage your enhancements. You start out slow but once your fury is above 50%, you need more blues than reds. Sometimes yellow is better so you don't miss as much.
You should slot -end in brute's attacks more than +dmg at early stage.
One endurance-light combo I can think of is actually Stalker + Ninjitsu. You only run two shields from /nin. Dual Blade is pretty light now that I think about it. You can rely on Attack Vital for single dps or try to line up some foe and use 1k cuts.
What's left is to normalize all Assassin Strikes and improve Stalker's old sets (Claw, MA and EM)! You don't need to bring back the missing PbAoE attack. You just need to make the existing ones better! For example, make Slice a WIDER and LONGER cone.
There are tons where you won't be able zero your endurance. I think what would be more important is from 1-50. The powerset that is best 1-50 would be dark/regen scrappers.
Ice Armor's Energy Absorbtion does really well on END as well.
My Claws/Regen Scrapper never ran out of end, and she ran Focused Accuracy all the time (with the Fighting Pool).

willpower has rapid recovery which enhances End recovery
add stamina and you don't have END problems.
use Dark Melee and Dark Consumption lets you refill if you are drained.
I am DM/WP and I do not slot any endurance reduction and don't bother with Dark Consumption. WP alone basically eliminates your END problems.

This. I have a lvl50 Claws/WP. I have all the WP toggles running along with Tough and Weave and still my endurance bar stays full.

Dark Melee with either Elec Armor or Energy Aura will be your best bet. Dark Consumption and Power Sink/Energy Drain all give better end/sec than Stamina. Power Sink and Energy Drain both easily beat out Quick Recovery.
Something to consider: With Invention Enhancements, you can often get 30-60% Endurance Reduction for free.
Give an example of a character with "pretty bad endurance" and maybe we can address the specific problems.

I have a BS/Shield scrapper. I run all the shield toggles, the fighting toggles, combat jumping, and sprint most times unless i get into a long fight. I have a steady attack chain with all my attack powers having around 80% recharge. I spam headsplitter and disembowel whenever they are up.
My endurace, never runs out. why? I have, nearly 120 points of endurace and a numinia IO. A few set bonuses for recovery too. And it wasn't expensive either. (the numinia was a left over. that can get kind of pricey.) That one set you can slot into your AoE melee attacks, the one that caps at 30, but for 2 pices gives an extra 1.8 to your end... you can get 4 of them in that build, plus PJ and Atlas, that's 17.2 extra end points for almost nothing.
That, along with 20 to 40% end reduction in every attack and i'm golden.
Any build can over come it's endusage. Trust me. It's all about the IO's and +end accolades.

I have to go with claws/regen like the others.
In fact you might be able to go with other primaries as well. I have a katana/regen who runs with sprint on constantly, and he also never get's into end problems unless it's facing end suckers like carnies. But even then it only takes a second or two to recover.
Spines/ D A lvl 50 Scrap, stone/wm lvl 50 tank, Kat/reg lvl 50 Scrap
Grav/Kin lvl 50 Cont, Fire/Enegry lvl 50 Blast
Warshade lvl 50, PB lvl 39, nightwidow lvl 50, crab lvl 42
plant/thorns lvl 50 dom, ice/fire lvl 40 dom, grav/nrg lvl 41 dom
I will amend my previous post to eliminate Claws/WP from the running.
As far as JUST the powersets are concerned with no pool powers taken into consideration Claws/Regen is the lightest on end by far.
Regen only has one toggle, as opposed to Willpower's 4. That alone makes the difference.
Keep in mind, this is not including Stamina, just the powers available in the powersets, slotted any way you see fit. If you 4 slot QR, and put an end reduction in each attack you will use less endurance than anything else.

I can't believe it took this long to get the correct post. I would also offer that a Cold corruptor/defender with Heat loss is a close second.

Kin/Elec Defender only has Transference for 50 end every 30 seconds and it has to make a tohit check (and maybe Dark Consumption for 100 end every 6 minutes).
Dark/Nrg and Dark/Elec Brutes have Energy Drain/Power sink for 100 end every 60 seconds and Dark Consumption for 100 end every 180 seconds. Energy Drain and Power Sink are commensurate with Transference and neither of them has to make a tohit check and Dark Consumption puts it over the top.
Elec/Elec Blasters are good as well, with Power Sink to refresh End when you get low.
My Elec/NRG never runs out of end, even with a continuous attack chain, but I have him IOed out. I suspect that most builds can get End neutral with good use of IOs.

A /Mental blaster can hit the recovery cap frequently. I've gotten enough recovery to regain END through the -1000% nuke crash. Each guy you hit with Drain Psyche is like a Speed Boost.
But it's not up 100% of the time unless you build a high-cost crazy-recharge build.
If we're not settling for "burn less than we recover" that's my vote.

There are tons of characters that will never run out of endurance at a certain level, so it really doesn't matter if you can gain 3,000 endurance points if you only have 100. And for defenders transference comes at level 26, while quick recovery for regen comes at level 4.

I have several characters, and except for one, all of them have pretty bad endurance. My question is, what is the best AT/powerset combination for endurance saving (although I know that this is arguable. Feel free to argue about it. )
