Every franchise has its rules of canon and I'm assuming that City of Heroes is no exception. While I'm very interested in the lore of the City, I'd first like to know what sources are considered canon. The game itself is a given but are both volumes of the comic canon? The novel(s)? Heroclix info? Trading cards? Are any licensed products so far off the mark that they have to be ignored?
Also, if a player asks a question that has no real definitive answer but you (you being Manticore) decide to speculate, is that speculation canon? Will you be deciding certain details of the lore on the spot or are you limiting yourself solely to sourced material, even if it is unpublished developer's notes?
I'd just like to know the guidelines here, if you don't mind.

I'm not going to argue the science with you since I don't have the background or the knowledge. I pointed out the nuclear sub example only as a reminder that steam power does not always have to mean huge engines belching steam and coal smoke.

I don't believe it has ever been established that the automatons run on steam. Most historic automata were driven by clockworks and powered by whatever means was convenient for the specific machine.
Making the assumption, for the moment, that Nemesis developed a parallel technology of steam power, it is possible that he developed something that compensates for the laws of thermodynamics specific to the City of Heroes universe. Personally, I think the Nemesis Automaton is powered by a super-efficient spring system, not much different than a wind-up toy.

My thought is that they have two modes; "mimic" and "combat".
In mimic mode, as they're pretending to be just another office worker, their energy needs may not be significantly higher than that of a real human. They can use many of the same methods that humans use to deal with it. (Some numbers , some other numbers)
It's not particularly unreasonable that a genius-designed automaton in this setting would be more efficient than a human, and therefore easily capable of "idling" without blowing its cover. Having a trendy-looking bottle of distilled water on their desk to sip from occasionally wouldn't even be particularly unusual.
My other suggestion is that they work sort of like the bots from Black Magic M-66, and vent steam when they need emergency cooling in or after combat, when stealth isn't a concern. A logical design might have a reserve coolant tank that is passive in normal idle mode. For short periods of moderate exertion, it's used as a heat dump, with small amounts seeped out through a capillary network to cool by transpiration (same general mechanism as sweating). For heavy exertion, enough heat is dumped into it to boil it and steam is vented. Given the likely very high working temperatures of a super-tech steam engine, the steam may be significantly superheated, thereby pushing a lot more heat out of the system per unit mass expended than you might think.

However: since the City universe looks like our universe, except for the addition of superheroes, it must...M-U-S-T...be the case that the laws of physics in the City universe are a proper superset of the laws of physics in our universe. That is, anything true in our world must be true in that world as well, but that world has some extra principles that allow superhumans to function.
If this were not the case then the City universe would look nothing at all like ours. It would not have cars, or computers, or houses, or life forms that were identifiable as human or any other form of life with which we are familiar. If you change the laws of thermodynamics the resultant universe will look nothing like our own.

A few items that have never been explained [although I might through personal arcs]
- Children: 5+ years of being a hero and we have yet to see a child.
- Animals and other critters: One thing that should be abundant should be scavengers since they thrive on ruin. We do see flies, moths, and roaches, and birds. Time to see some sharks, Lusca babies, Dingos, etc!
- Weather: It's either time to add it or time to explain the war walls are damaging the ecosystem ...

My Beta Reserve character is "School Bus", he is Part Time Wrestler - Part Time School Bus Driver. His question was - "Since Baumton was leveled not one child has been seen since."
Rikti want humans so I can't see why they want to stop reproduction as it is a direct opposite of their agenda.
Gas stations ..refineries .... not one instalation of them . . .

Interesting thought!! I have a "Supergroup" background in which those who were xenophobic found a new way of sustaining Kheldian life forms. This was achevived by advanced hologram and teleportation technology. Basically you make a "meat puppet" for your Kheldian, and they move into a new home.

Paragon City's been in an economic slump since the end of the Rikti war. It's cost the city a lot of money to rebuild and those expenses are eaten by the taxpayers. Every deduction a citizen of Paragon City can take on those taxes counts, even if it doesn't work out to very much in the end. So, naturally, it makes sense that "Penny" would be a popular name for your newborn little deduction.

Air conditioners do not violate thermodynamics!
They're just your basic Carnot-cycle engines run in reverse. Heat is moved into an area of higher temperature while creating a reservoir of lower temperature. BUT this requires putting work into the system (usually in the form of electricity).

Just to give you all an update on some other general questions that have come up on this thread.
1) I *will* wade through conversations unrelated to lore questions but it does make it more likely that I'll miss a burning question that's buried in there somewhere. If you could take side discussions to a new thread I'd very much appreciate it.
2) I'm compiling answers but as I said before I'm working with the dev team to make sure they line up as best as possible with past, present, and future game content. This takes some time and requires input and approval from a number of people. I'll endeavor to get posts up as quickly as possible but in the meantime I ask for patience.
