I came across a very entertaining chat sequence during one of Vernon von Grun's story arcs. The mission was to eradicate some Devouring Earth from an Arachnos base. In this base, there is a captive named "Becky, the Tarantula Mistress". The following is the Chat Sequence.
*Mob aggroed*
[Boulder]: Ah! Devour!
[Becky, the Tarantula Mistress]: Like, Ohmigawd! Villain! We are so gonna totally rock now!
[Greater Devoured]: Devour not topic of discussion!
*Upon rescue*
[Becky, the Tarantula Mistress]: Like, I have always SOOO wanted to meet you!
[Becky, the Tarantula Mistress]: And now we can like, totally fight together and all sorts of stuff.
[Becky, the Tarantula Mistress]: All the other Fortunatas were all TOTALLY like 'Tarantula Program? Eeew!'
[Becky, the Tarantula Mistress]: And then they were like, 'Like, what are you thinking, Becky?'

I was laughing so hard during that mission, it was hilarious!
The fight with Silver Mantis in the Statesman's Task Force is hilarious because of the way you could skew what she says to mean something totally different. Won't repeat it here for obvious reasons, but it's really funny taken out of context.
the whole S & M speach? oh yeah, thats awesome. if you have vent have someone read it out loud and it's even that much better.

It's funny because it's not out of context at all. She really does like pain inflicted upon her and she really does want you to hit her harder.
Silver Mantis is probably the only NPC in the game to get close to pushing the "T" rating, but even then, it really doesn't go very far either.

It's funny because it's not out of context at all. She really does like pain inflicted upon her and she really does want you to hit her harder.

I had a 'witty' exchange with a PC I will call Rude Boy in Steel Canyon, along the lines of "Shut up" and "No U." As I was approaching the train station, I saw that Rude Boy had a female civilian on autofollow. This time in Local, I asked the NPC, "Is this guy bothering you?" The NPC replied, "Isn't Rude Boy awesome?"
Overheard of the Talos Island train platform: "All of Paragon owes a debt to The Master of Debt."

I noticed that just recently myself. I'm now curious which, if any, of the other NPCs are *in the in-game canon* supposedly being played by another player.
The terminology becomes difficult; we've got examples like the above, where a NPC that is presumably run under the hood like any other NPC is supposedly a bot pretending to be a player-run character; and we also have the MA custom characters which are mechanically a lot more like an AI-controlled player but are thematically clearly NPCs, and at an extra level of abstraction due to the MA itself as well (so they're NPCs in the game-within-the-game even).

They occasionally forget to replace the place holders with actual text. Remember the Activist who stands outside City Hall in Atlas?
