It appears that the "TheOcho" ID is being tracked by the Community Digest, and that the "Moderator 08" ID will probably continue to not be tracked. This makes sense... if Mod08 is trying to close out threads, the last thing they need is more attention from being highlighted. Presumably the thought is that the person behind the IDs will now need to occasionally make community announcements that *should* be tracked.
Either that, or TheOcho is what happens when Mod08 "goes rogue"

TheOcho will appear on community digests.
Mod8 posts to lock threads will not, to avoid "drawing uneccessary attention" to them I believe was the reasoning Lighhouse gave for the Supermod account, which holds here.

Given that Ive been around here a bit of time now, the powers that be have decided to bestow upon me my very own redname. As TheOcho, Ill be posting announcements and interacting with the community. If you have questions or need any help, please feel free to PM me anytime.
