Hrmm...does it have to be a villian? Because a Peacebringer might be sort of what you're looking for. They get a Heal Other type power in their secondary thats not to horrible and it can't be interrupted.

Plus if the other side starts to target you, just shift into Dwarf and try to take the hits and heal yourself up.

Yeah, it strikes a good balance.

Lots of bad guys to smash if your team has nowhere to be and wants to punch things in the face.

Lots of stuff you can skip if you're just in it for the merits/badge.

Hopefully the new I15 TFs are the same.
