View other players enhancements window
When you right-click a character you already can choose to view their powers. In that screen they have also got a list of IO bonuses.
The City Vault -no longer happening so far as I can tell - would have allowed you to do exactly what you want there. But it wasn't working the way they wanted it to, and it's been backburnered for 2 years already. It's why there are options to "turn off web" views,in your options menu.

Yes. I think it's invasive, and I'd rather use my toes to pick my nose than willingly allow anyone to "inspect" me. Not because I have anything to hide (i've posted builds on these forums many, many times), but because I don't think anyone has any right to just "inspect" me at their leisure. My enhancements, my business. If you want to know, be courteous enough to ask instead of sticking your nose in my enhancement window.

Exactly my opinion on this.
Also, it would seem to encourage Enhancement-Snobbery... we already have this with power selections as it is, on occasion, another avenue for it is not needed.

then dont. if someone is going to tell you what your "doing wrong" from looking at your enhancements, then they are probably going to tell you what your "doing wrong" with your powers, bonuses, badges w/e which they can already do. if they bother you, /ignore thats what its there for. (though i really think if this was put in place there would be an option to turn it on and off). As for the idea, sure why not.
Positron's i13 letter: We are trying to make PvP more accessible to new players, while giving experienced PvP'ers the advantage that comes with formulating tactics around the new systems we're putting in place. PvP from now on will be on our priority list. If something isn't working out, we'll be in there tweaking it and making it work, for the entire future of the product, not just Issue 13.

I agree with the others on this. We have far too many build-nazis as it is. I see no reason why the devs should give them yet another tool they can use to act like jerks.
I also agree with what another poster said about making liberal use of the ignore feature as soon as the build-nazis start spouting their crap.

Have to agree with this and NOT with your idea for several reasons. 1) it's MY build and if I am functioning well on your team, holding up MY end, I don't need someone (anyone) teling me how much better I could be if I had this here or that there. How I enhance and with what are my business. Some time ago I stopped even bothering with training origin enhancements .. benefits were far too little and throwing INF into them just meant less available later when the better stuff came along. At level 12 I enhance for the first time with 15 level DOS, then 25 level SOs at 22level. I rarely even start placing IO before level 47 and guess what my characters perform just fine.
2) that is getting close to an invasion of privacy. I have nothing to hide but why should anyone be allowed to just click on me and see every detail about me? I understand where you are coming from with the idea.. In light of the recent AE farming and some 50 levels out there that have never seen the outside of the AE building before making 50 it would be reassuring to know the person asking to join your team had at least some idea of how to pick good powers and enhance them to optimize their effect but the game is 5 years old and we managed to survive without that option this long I see no reaspn to change.
3) Just guessing but this could also present some interesting programing problems for the DEVS. The game IS set up so you can veiw and organize your own enhancements but it has never been set so anyone else can.

I'll admit it, in this particular instance I am advocating limiting the choices another player has. I'm doing it because I feel it is an invasion of my privacy.
To use an analogy:
My neighbor doesn't get to decide that my house needs a window so he can look in whenever he wants.
I don't care that once the window is installed I can put up venetian blinds to keep him from looking in. I don't want him to have the ability to look in, in the first place.
Good point. However, I'll go out on a limb and say the build nazis that wouldn't let you on their team because they couldn't see your build are the type of person you don't wanna team with anyways. In fact, I would say people like that are flat out bad teammates.
But I will say this, the best option is to get the City Vault up and running.

Nope. I read the whole thing and expressed my feelings on the suggestion. I also addressed that closing sentence. I will do so again, in more detail, so you don't mistake my opinion for lack of reading comprehension again.
If you want to know what enhancements I'm using, ask. No, I do not want a "default off, but if you turn it on everyone can see what enhancements you're using" option any more than I want a camera "optionally" broadcasting my shower activities across the entire globe. Again, not because I have something to hide, but because I do not believe that "nothing to hide" equates to "show it all off, baby!".
My enhancement screen is my business. If you want to make it your business, ask politely and I may honor your request, but I will not support a suggestion to make everyone's enhancement screens globally visible because it's invasive and intrusive.
Having thought it out a little more, I agree. The best solution is just to get the City Vault up and running.

No way. In WoW, you can easily get kicked from a dungeon group because your "equipment sucks", and you just aren't "good enough" to be in their group.
This kind of invasion of privacy would lead to elitism and a repeat of that behavior in this game. My build and enhancements are my own business.

Yes we have. I know folks that will not run STF, ITF, or KTF with ta/a fenders, anytype of stormies, or Fire armor tankers. That just a small list. This idea will make it worse. I build my guy the way I want to play and I do not want the build nazis as you call them telling how I did it wrong.

Really? I thought it was Non-StoneArmor Tanks, not just Fire Tanks.
'Course, my Tank is Fire, so it doesn't really matter either way, I just hear more requests for Stone Tanks specificly, rather than Non-Fire Tanks.
I think all of this was behind my original reply. I know that all of us have seen or been subjected to that kind of playstyle at least once. I don't believe that style of play really needs encouragement or support.
I did see the suggestion that the option could be turned off but I didn't think I should have to turn off something that didn't need to be there in the first place. In my opinion, it would serve no effective purpose.
I can agree with the current ability to look at another players powerset, badgelist, accolades, ect. That can be a useful function since as a team leader it gives me an idea of what they're bringing to the party. Not only in powers but in experience. I know it's not an exact measurement but it's a fair indicator.
BTW is there any current news on city vault? I know that it has been "on hold" for quite a bit now.

City Vault is shelved indefinitely unless they can think of a completely different way to do it.

Judge me by how I play, not by how I slot my powers.
I'm neutral to the suggestion. I'm ok to share my build with my in-game friends. But there better be an option or a window that will ask for my permission.
I think there could be a little revamp of the info window. For example, the list of set bonus in the powers tab is not really informative most of the time. The list is too long for a build with IO sets. Up till now, the only comment that I get from other people is "wow, nice sets of bonus!"
For the badges tab, I'm a little annoyed that I can't hide my veteran badges. Occassionally, I get comments about my veteran badges, which I'm not sure if they are compliment or sarcasm. Not to mention that some people judge me just from the veteran badges alone. Finally, it would be nice if I can pick one badge and allow it to be shown on my costumes.
Basically, the only benefit I can see out of this is so that way, when I get a touch of Nictus for a friend, I won't try to give it to them and embarrass myself to learn they already got it and slotted it.

So yeah, this might make gift getting/giving easier for friends, but it's hard to say if it's needed.

Allow us to view other players enhancements management window so we can figure out what SO/IO sets they are currently using. When you right click a player, there will be a View Enhancements menu and when you clikc it, it will open his/her enhancements management window(Just like opening yours). It's like Inspect other characters on standard mmo rpg. Of course, some people will hate this so make it turned off by default(You can turn it on options).
