She won't give up her's even after completing two different mission arcs.

If I were the City Representative for Paragon City, I'd have my information suppressed.
Not for this. Travel is easy ever since i10 and i11, no need for phone any more since you can use your super powers and time travel to be there in no time. Cellphones are for civilians.

Considering the ease with which one can get to Atlas Park I don't see a need for this.
Like a poster said above an O portal can get you there.
While it's true Villains get a phone number for this they are also pretty much cut off from the front area of Mercy once they leave the zone.
I always considered it a symbolic gesture to talk to the city rep personally after protecting the time capsule. Getting my cape is kinda like a ceremony; who would want a ceremony done over cellphone?
But I do understand the logic and QoL involved in this idea.
I'm all for it. If I want my cape handed out to me in person, I can still walk even if there's the phone option.

Actually, I would prefer it be done a little differently.
I would make it so that when you first enter Atlas Park she becomes a contact. I would give her a single messenger mission to deliver a message to Miss Liberty or perhaps Back Alley Brawler. This would unlock the Call button for her and then she would send us back to our regular contact. She would then become an Inactive contact until level 20 and 30 when (like on villainside) she would appear in our Active tab with the Cape or Aura mission ready to go.

Which still does nothing for people with poor load times...Or the people who take a full minute to move two feet when Atlas is packed.
Pretty simple, really, have the City Representative who gives the cape and aura missions give you her number when you accept the Cape mission. I know I find it somewhat annoying to, after I've gone through the series of Talk-tos, including the one with Justin Greene in the [censored]-end of IP, have to go back to the city rep to unlock my capes. Especially since the cape mission is usually for me 200 yards from the Steel Canyon tailor. And then we don't even have it for the aura mission, so after you get done sweeping Crey's Folly, you have to hike back to AP again, rather than just heading to IP and setting up your new costume.
