Ah. And suddenly the reason why we haven't seen whips 'n chains for Dominators comes out.
I have to wonder if the conversation went something like:
"Now how, exactly, do we manage this without it seeming like we're encouraging players to make BDSM-themed characters?"
My guess is that if we ever do see whip melee, it'll likely be accompanied by lots of archaeology or vampire-slayer imagery.
However, that still leaves lots of room open for possible whip assault, whip manipulation, and whip melee powersets. I suspect that chain control, rope control, or other bondage-themed powersets are right out.
Maybe it's just me, but when Pinhead rips people apart with his chains, it doesn't strike me as the least bit sexual. Despite the obvious influence of the Cenobites being BDSM.
Wonder Woman, poster child of bondage, is straight out of the Comics Code era.
Strange that in a game where you can shoot people and set them on fire, among various other things, simply tying them up would be so verboten.

This makes no sense in light of a game that is all about killing bad guys or creating mayhem robbing banks and such as a bad guy. You can call it "arresting" all you want, its KILLING and thats all their is to it...
The truth is they don't want to have to deal with other compaines that already have chain wielders etc....ESRB my butt.
The development team and this community deserved better than this from NC Soft. Best wishes on your search.
I'm thinking you could put chains whips and a few other things in the same weapon category. I just don't know what weapon set would be called.

whip mastery could include chains as a customization option (Ghost rider is a example of chain whipping)
Only problem with that is the same problem we have with custom skins on other weapons...the sound effects don't change. So that chain whip makes a not-so-right sound. I would hope that any future weapon sets get the sound effects linked to the skin chosen.

The reason has been known for a long time.
It has to do with the fact that the animation engine wouldn't be able to handle the animations necessary nicely at all.

Senior Designer Floyd Castle Grubb talks with Massively.com about the coming new powersets included in Issue 13: Power and Responsibility Shields and Pain Domination. This follows on the release of a new video and screenshots of these new powersets. Heres an excerpt from the article:
