MY best geuss is the arch-mage of agony is for dinging 30. Ive seen 4 people with it and most of them share no common badges. The only thing linking them is the fact they are level 30. Also I have yet to see a -30 have that badge.

Someone was asking for regular citizens as glads, I noticed. How about the Crazed, from one single mission during the Praetorian arc? Just random, crazy citizens armed with sledgehammers and baseball bats.

Heh, in CoV Beta I asked Positron for just such a gladiator for that very reason.
Idea was rejected! I also asked for a winter minion gladiator in the same PM, though, and that came to pass.
