Did they nerf the cape missions?
Im guessing it has to do with the level you did it at. The first try was with a lvl 30 so it spawned higher than when you went back at lvl 20. This is all of course a hairy wild guess, but it made sense to me at the time.
I would say that after Issue three the Cape mission seems to be alot easier.
That is my impression of it anyway. I still had people asking me for help with their mission though. I would walk in and wonder what they needed help with. Then I saw them play and saw how they handled the last room.
This mission is now doable by just about everyone, but some people still ask for help.
I've noticed a huge change as well. Pre-issue 3 I did the cape mission about 12 times for different characters as well as helping friends with their missions. The tech lab was always a randomized, 3 floor deal.
Last week, my friends and I did the cape mission for our 4, level 20-something characters, all one after the other. The tech lab had 2 small floors and the same layout each time

No, but they nerfed the capes.
What I noticed when helping an SG-mate do his cape mission post-I3 was that the mission seemed much smaller. I remembered multiple, very-large maps that I had to slot through. His was like one or two very small maps. When we came upon the time capsule, I thought to myself, "What? It can't be over already? Where'd the rest of the mission go?"

He got his cape though, and was happy, so I didn't complain.
Well, I just did a cape mission at 20 without a problem. I did call help in, not so much that I was having difficulty, but I just wanted it over and done with. Who cares about the experiance - I just wanted the cloth around my neck!
So I called one of my level 40 friends and they completly leveled the place. Boom - mission done.

I don't think of earning things as proving you are uber, just proving that you've accomplished something. I like the fact that you can't get a cape until 20, it's indicative of a player who has been around for at least a little while (barring people who PL).

I agree with the spirit of this, but it seems stupid that you cannot "make" a cape for your costume until level 20. It's not like they (unless I missed it) claim you get your costume assigned to you by the "authorities". Perhaps some sort of medal around the neck or even opening up new costume items would be a better carrot for lvl 20.
Besides, some of my characters won't ever need a cape for their costume.

It certainly seems easier to me. I soloed the mission with my Regen scrapper at lvl 20 (shortly after I2) and actually died 3 times during the course of it, while my fire tanker (also level 20, post I3) just breezed through it. It wasn't just because Fire tanks are stronger at that level, it was because there were about 1/10 as many enemies in the bunker and only 2 floors.

Actually I followed him around and did the "judge" emote every time he killed something.
As for the snarky-ness of your response, whats the big deal. That was my 5th (or 6th) cape that I've earned, and the dozenth or so time that I've been on that mission when helping friends. I've connected the dots before so many times that my pencil has worn out.
I just wanted to get back to Icons and start designing my new costume as quick as I could. THAT is where the real fun is. Why should I sweat over having to do the boilerplate again for the millionth time?

I did my cape mish for my main pre-Issue 2. I got owned halfway through the mission. all of them were lvl 21's. LT's, crap load of minions and 1 boss. Took me 3 hours to solo it. Now after I3, the missions are a lot easier. I still help my SG mates get their capes, since it has become a tradition with the SG. Member reaches 20, the whole SG helps with the mission and we all travel to Icon and wait until the cape is put on. Been that way since just after Halloween.

Heroes don't wear capes until at least level 20 as a memorial to Hero1, the leader of the group that bravely entered the Rikti Portals in an attempt to stop the invasion from the other side. Neither Hero1 nor any of the others have been seen since and it is presumed they all perished on the other side.
Once the war was over (debateable if you've ever seen FF or RCS zones,) Statesman declared all heroes, including himself, would remove their capes to honor the ultimate sacrifice made by so many compatriots. The moratorium ended just before the Shadow Shard was discovered, and now, once a hero has shown a certain level of respect and historical knowledge of his forebears, he is allowed to once again don a cape.
As for the city licensing capes, that's exactly what they do. Every hero, upon entering the city, whether of Magic origin, Technology, or any other, registers himself and his known powers. Part of the agreement the hero makes is that he won't don a cape until the city planner acknowledges he is ready for it.

Actually, I'm glad you did. Missions like that should be open to all. My understanding was that some characters(defenders and controllers especially) were having trouble with it. One empath defender found my level 15 scrapper in Perez Park and asked for help with his cape mission. As I hadn't done one yet myself, I agreed. I've done the cape mission with two characters now myself and my tanker took two tries, but only because I screwed up. My scrapper just did it and it seemed awfully easy. Now I know why.
One thing, though. For the benefit of everybody, I hope that the difficulty slider can make that mission more difficult too. If not, you should make it so.
I will not rest until we have in-game throwable pies!
Heh yea. I noticed the cape mission has lost its balls. When I walked into the capsule room, I expected a frantic race to draw all the aggro before they hurt the capsule. Instead, I simply picked everyone off two or three at a time while the mobs near the capsule just did the cheer emote. Yay exciting.
For that particular smart response about calling high levels in, come on give me a break. I have 7 alts ranging from levels 20-50. Some of us have done this crap so many times it's not even an "accomplishment" anymore, it's just going through the motions now. If someone wants to breeze through this thing to get a cape, let em have their fun.

Yeah, I definately noticed this. It was even hard for my scrapper to solo back when she was 20th when Issue 2 came out. But post Issue 3, I tried solo'ing it with my Peace Bringer and it wasn't even a challange--more like an annoyance.

i wish you guys would give up on the whole "solo" thing. you cant solo a LOT of this game, espically post lvl40. just say its a team game and make teaming more of a reward instead of less. dev's say you can solo and in the same sentence they say you HAVE to team to beat certain missions. at least with a game like EQ2 you know you have to team. keep telling people this is a solo game is not the truth. my uncle plays this game for 1-2 days a week, the people he teams with jump 3-5 lvls in the time he comes back. now he cant team with them, he finds a random team that either isnt very good or they just dont get along and he just quits for the day. he would rather just solo, but now he cant. he is lvl40 and hasnt logged in over 2 weeks and he is dropping this account because of this.
this game is not casual gamer or solo friendly anymore (mainly post lvl40), so just tell us that. dont lead people to believe that you can play for 10 hours a week and do just fine, because you cant. dont get me wrong, im a hardcore gamer and its fine for me, i know tons of people to team with, but for someone that doesnt spend every waking moment of spare time on this game... its just no fun
how bout making ALL missions soloable, unless you are on a team when you select the mission (or difficulty set above Hard-Boiled). for example, the frostfire mission, why cant he be a normal boss if you come in alone and an Elite Boss when more people are with you? THAT would make this game soloable. why cant the "disarm x ammount of bombs at the same time" acually be the number of people on the team?
as far as AV's go, no one that has beaten the paetorains already wants to help, so why not make them worth UBER xp or give some reward that is worth fighting the AV's over and over. i for one dont even help anymore because i dont need yet ANOTHER lvl 51-53 end reduc (thats all i EVER get from an AV with a recharge thrown in every 5 or so)... i never use end reduc enhaces, at lvl50 i have 4 end reducs on my toon. how bout a lvl51+ to hit debuff for my rad defender? how bout SOMETHING else besides the same 2 enhaces?

Yipeee!!! This mission is tough at 20 and I have been with teams that failed cause we were almost all held/sleep and the capsule got owned.

Wow...the cape mission wasn't that hard....Before I3 I soloed it with my level 27 emp/energy defender. The last room was a bit touch and go, but I let the monument tank for a few minutes and everything was fine....

I did the cape missions after issue 2 came out with my then lvl30 blaster and got owned. The Lost rikti were brutal ususally with 2 minions and one boss or LT arounf every corner. If they weren't pounding the fluff out of me with oneshots they were killing the time capsule.
I did the cape mission last week with a lvl20 scrapper and I saw it was always one LT and one Minion or 2 Minions and no bosses. I walked through the mission and was almost disappointed. A cape is a cool thing like a respec. The mission should be equel to the reward.
