As the original post says, you have to be in actual Europe. That is what the "European residents" refers to. The residing in Europe. Living there, having an address there, and a basic all-around life in Europe.
I can attest that Elmwood Park (previously known as East Paterson) is not in Europe, although I think flying to Europe is faster than driving down Route 4.

They need to test the translations and hardware.
And they're attempting to run Issue 3 for the beta too
Game's been out for 9 months and they are *still* looking for Beta-testers.
Good grief, who is in charge of the German website? The writing is horrid. Get some real translators, please!
Maybe you should make an exception for people from Quebec to test the French version?

Anyone over there would have to import a copy to play on the French server, and would not get access to the American servers with that copy. Hence they aren't going to want non-Europeans testing it, because they won't easily be able to buy it/play on Euro servers.

Well I say, roll on the Euro release!
Its eleven o clock in the morning here in Poland, and can I find anyone to team with? Can I bugger. Logging on at half nine this morning to find a huge group of heroers in Atlas all going "Whoo Im tired!", "Gnight Jonboy" etc and in The Hollows theres people saying "Anyone wanna hunt for half hour before I crash?"
A mite depressing, seeing as Im ready for Positron!
Now before I get burned, I must stress this isnt a moan or a rant - Im certainly not going to salg someone off for living according to the timezone they live in, and if anything, Im the one with the weird hours, seeing as Im playing on the US servers. I still fervently rue the segregation that will arise when the Euro Servers go live, but I will be switching, however grim it will be to say goodbye to those few US friends Ive made.
It will just be nice to know we're all on much the same clocks, that's all.

Damn, I was going to say the same thing.
I've been playing for a few months now, and haven't experienced any major problems (apart from server downtime, but that's not a Europe only problem ). Since I only game during my "downtime" (usually 18:30-22:30 GMT weekdays), I don't have huge problems finding people to team with - there are usually a few Europeans on by that time, or a few Americans skiving off work/college/whatever
I like the international nature of CoH as it stands, and can't help but think that the introduction of European servers will only serve to segregate what I think is already a great bunch of people - on all sides of the pond
My preference would be to introduce more US-based servers and work on client-side translation.

Try not to forget that if you're european there was absolutely no way you could join the CoH beta (or almost any other MMO beta) as they have all had a stipulation of residing in the USA to join. So it's nice to finally be able to participate in something you really like!

All they said (at the beginning of the closed beta) was that the first wave(s) would have to fax a signed NDA to Cryptic/NCSoft. Several Europeans were in the closed beta and more came with the open.
The only people who restricted access to the beta were those retailers who didn't want to sell pre-orders to non-US residents, thus closing (among others) Europeans off from the pre-order beta (if they didn't look for another retailer that is).
I am from the netherlands. I cant say I am having connection problems (not more then others). Maybe if we can get some info what really needs to be tested i can decide if i can spare the time to do some testing.

Well as it is planned, if you want to play in French, then you will have to import the french version of CoH as the servers are going to seperated from North American servers.

I dont understand why you game companies insist on supplying the English speaking Europeans with an inferior copy of the general US release.
For me localized European support means waiting many many months to get your updates due to translations being done for the other localized versions(mostly German and French).
While the German and French localized versions will get plenty of support , the English localized version will be the "redheaded stephchild"
Dark Age of Camelot showed this behaviour , World of Warcraft is very much heading the same way , I certainly will avoid localized versions of games if I can , I dont like paying for inferior quality.

I've addressed this before (check this thread), but I appreciate that you might have missed it, so just to restate: This is not going to happen. At launch, the European version of City of Heroes will be up to date with the US one. Moving forward, there will be little or no delay between updates (and when I say 'little', I mean a matter of days at most - and we're working hard to ensure that even that doesn't happen).

Jeez, your quite the downer.
But where is your proof to backup your claim that CoH in Europe will have to wait longer for updates, etc..? (Yes, I know Bridger replied but an answer from Phobiana would help )

As a US player, this frightens me a bit. That's more coding/testing/QA that has to be done for the localized versions, right? So in order to make the releases sync up, you're going to end up having to delay the base release. I'm afraid we'll end up with delayed US releases because they're trying to get the Euro versions out at the same time. We already have enough delays just because of the huge number of changes that Cryptic insists on putting in every patch.

The eagerly awaited European beta test for City of Heroes will be commencing very shortly, and we are seeking applications for places in the beta over on PlayNC.

French speaking players are also welcome to apply - the French language site City of Heroes FR will be going live very soon.
Please note that only European residents can apply, as one of the main goals of this beta is to test and optimize our European servers.
